SUBJECT: 2003 SAFE ROUTES TO SCHOOL GRANT APPLICATION

RECOMMENDED ACTION
City Council approve the proposed 2003 Safe Routes to School project, and direct staff to submit the
completed grant application to Caltrans by the May 31, 2003 deadline.
BACKGROUND
The State of California is currently accepting applications to fund the construction of capital projects
that improve pedestrian safety for school children. The Safe Routes to School Grant Program is
administered through the California Department of Transportation (Caltrans). Projects seeking funding
through this program must demonstrate the ability to reduce pedestrian injuries and fatalities.
Successful projects should also encourage increased walking among students. Projects will compete
for the approximately $30 million available to fund projects throughout the State. Staff has identified a
project that is eligible for submittal and should rank well against the evaluation criteria.
The proposed project would construct 1,400 feet of new sidewalk along the east side of Canyon View
Drive. This portion of Canyon View Drive does not have a sidewalk and serves as a pedestrian access
route to Sierra Vista Junior High School. This project seeks $119,700 in grant funds and would require
a $13,300 local match, for a total estimated project cost of $133,000.
The applications are due to Caltrans by May 31, 2003. Caltrans will then review and score each
application. Funds will be awarded to projects starting in Fiscal Year 2004.

FISCAL IMPACT
There is no immediate fiscal impact from submitting the recommended grant applications. In the event
that the City is successful in obtaining a Safe Route to School Grant award, appropriation of both grant
funds and the required local City match would be subject to City Council consideration as part of the
Fiscal Year 2004/05 Annual Budget process.
