T0017 - AWARD CONTRACT FOR ENGINEERING AND ENVIRONMENTAL DESIGN SERVICES DEPARTMENT: Transportation and Engineering Services RECOMMENDED ACTION City Council authorize the City Manager or designee to execute a Professional Service Agreement between the City and RRM Design Group in the amount of $450,000.00 for engineering and environmental design services for the Santa Clara River Commuter Trail (Segment 1), Project No. T0017, subject to City Attorney approval. BACKGROUND This project is to design the segment of the Santa Clara River Commuter Trail on the north side of the Santa Clara River from Interstate 5 to Avenue Tibbitts and to make a connection across the Santa Clara River to the trail system along Magic Mountain Parkway. This segment of the commuter trail is being funded by the MTA Call for Project with right—of-way dedication by Newhall Land. Bikeway and other local funds will serve as a match to the MTA Call for Project funds. Staff solicited design proposals from 15 engineering firms. The following two firms submitted written proposals to the City: Name Company Name City Kekoa Anderson Tetra Tech, Inc. Pasadena Mike Sherod RRM Design Group Los Angeles ,�0It Staff evaluated the two proposals in accordance with the requirements in the Request for Proposals and invited both firms to interview with a panel of staff members. From these two firms, staff determined that RRM Design Group would best fulfill the City's needs for the project. Therefore, staff recommends awarding the contract to RRM Design Group. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT The project is funded by federal grant funds in the amount of $270,000.00, Bikeway funds in the amount of $100,000.00, and General funds in the amount of $80,000.00. Sufficient funds have been budgeted for this project in Fiscal Year 2002-2003 in Account Nos. T0017109, T0017001, and T0017452 to cover the cost of the design and environmental documents for the project. Construction of the improvements will be proposed in Fiscal Year 2005 using approved MTA grant funds.
