CONSENT CALENDAR CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval: Item to be presented by: Agenda Item: Michael P. Murphy ly DATE: May 13, 2003 SUBJECT: SANTA CLARITA VALLEY SCHOOL TRUSTEES ASSOCIATION LEGISLATIVE COALITION DEPARTMENT: City Manager RECOMMENDED ACTION Approve in concept the use of the City of Santa Clarita name and seal on letterhead and other materials prepared and used by the Santa Clarita Valley School Trustees Association Legislative Coalition during the time period during which the City of Santa Clarita is a member of the coalition. BACKGROUND At the regular meeting of April 22, 2003, the City Council, at the request of Councilmember McLean, directed that this issue be brought to the City Council for consideration.The Santa Clarita Valley School Trustees Association has formed a Legislative Coalition for purposes of lobbying the California Legislature regarding state budget impacts on residents of the Santa Clarita Valley. The City of Santa Clarita and Supervisor Antonovich have been invited to serve as coalition members along with representatives of public education interests in the Santa Clarita Valley. The Legislative Coalition has developed letterhead to use in communicating positions and matters of general interest. The City of Santa Clarita is a coalition member and the City's name and seal is proposed to be included on letterhead and other materials of general interest along with the names and seals of other coalition members. The Santa Clarita Valley Legislative Coalition, a subcommittee of the Santa Clarita Valley School Trustees Association, is the successor to the SCV School Coalition formed to support Proposition 47 on the November 2002 ballot. Proposition 47 was the state school bond measure. At the January 2003 meeting of the SCV School Trustees Association, it was noted that the coalition has been successful in bringing education, government and private sector interests together for the benefit of our community's schools. Given the significant local impacts which are anticipated as Governor Davis and the Legislature seek to close a $35 billion state deficit, it was determined that continuation of the coalition as a subcommittee of the SCV School Trustees Association would be beneficial. Since the beginning of the year, the SCV Legislative Coalition has been meeting in an effort to understand and address potential state budget impacts on the local education community, City and County governments. On the theory that whether a budget impact is felt through an individual school district, City of Santa Clarita or County of Los Angeles, the same local residents will be impacted from multiple directions. Therefore, the SCV Legislative Coalition is designed to work as a team in addressing valley -wide state budget impacts, primarily as they relate to local education interests. The SCV Legislative Coalition will be sending letters and may be developing other printed materials. In an effort to demonstrate the cohesive nature of the effort, letterhead has been developed to communicate positions of general interest to coalition members. Each public agency is being asked to conceptually approve the use of its name and official seal on the letterhead. ALTERNATIVE ACTIONS I. Deny approval for use of City of Santa Clarita name and seal on SCV Legislative Coalition letterhead and materials. 2. Other action as determined by the City Council. FISCAL IMPACT Adoption of the recommended action will not result in any additional impact to the City of Santa Clarita. Staff time required for implementation of the recommended action is included within the adopted 2002103 City budget.
