HomeMy WebLinkAbout2003-05-13 - AGENDA REPORTS - SHERIFF DEPT TRAINED VOLUNTEER (2)CONSENT CALENDAR CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval Item to be presented by: moo Agenda Item: DATE: May 13, 2003 SUBJECT: A RESOLUTION OF THE SANTA CLARTTA CITY COUNCIL AUTHORIZING THE SANTA CLARTTA VALLEY SHERIFF'S DEPARTMENT TO UTILIZE TRAINED VOLUNTEERS TO ASSIST WITH DEPUTY SHERIFF DUTIES DEPARTMENT: City Manager RECOMMENDED ACTION City Council adopt a resolution expanding the duties of the Los Angeles County Sheriffs Department's Volunteers on Patrol Program and provide staff with direction to allow the Sheriffs Department to expand the duties of the Volunteers on Patrol (VOP) to include the enforcement of all City Municipal Parking Codes (Section 12) and all parking codes in Division 11 of the California Vehicle Code. BACKGROUND The Sheriffs Department has requested to expand the scope of the Volunteers on Patrol (VOP) Program. The Los Angeles County Sheriffs Department developed the VOP Program in 1992. At that time the duties were limited to conducting vacation checks for the citizens of Santa Clarita and assisting Deputy personnel directing traffic at collision scenes. In 1995, the VOP Program was expanded to include the enforcement of disabled parking laws as specified in the California Vehicle Code (per section 22507.9 CVC). Since its inception, the VOPs have issued more than 800 parking citations for vehicles in violation of these laws. The VOP Program has also been expanded to include park and school checks and acting as an additional set of eyes and ears for the Sheriffs Department. Currently, the VOP Program has 32 members. Adopted: 3 —sc� The proposed options include expanding the duties of the VOPs to include the enforcement of all parking codes as specified in the City's Municipal Code, section 12, and all parking codes beginning with 22500 as specified in Division 11, which deals with the Rules of the Road, of the California Vehicle Code which defines the laws relating to the use of highways or the operation of motor vehicles. Expansion of the VOP Program's duties will allow the Sheriffs Department to better address the needs of the citizens of the City of Santa Clarita. By further utilizing volunteers, it allows Deputies to address more critical issues. ALTERNATIVE ACTIONS Continue to limit the duties of the Volunteers on Patrol, solely to enforcement of the disabled parking laws and other non -enforcement type duties as directed by the Sheriffs Department. 2. Other action as determined by the City Council. FISCAL IMPACT Since the VOP Program is managed by the Sheriffs Department, there will be no additional expense incurred by the City. Expansion of the VOP duties may increase the total number of parking citations issued by the Sheriffs Department which would increase parking citation revenues. However, since the VOPs only volunteer on a part-time basis and perform several other duties, it is unclear as to the extent of their enforcement actions and impact on citations revenues.
