SUBJECT: PREZONE NO. 02-004 FOR THE SOUTH SANTA CLARITA
ANNEXATION AREA LOCATED EAST OF INTERSTATE 5 AND
WEST OF STATE ROUTE 14 ADJACENT TO THE SOUTHERN
BOUNDARY OF THE CITY OF SANTA CLARITA (MASTER CASE
02-474)

RECOMMENDED ACTION
City Council conduct a public hearing and adopt a resolution approving the negative
declaration; adopt an Ordinance of the City Council of the City of Santa Clarita to approve
Prezone No. 02.004 (Master Case 02-474) for the South Santa Clarita annexation area
located east of Interstate 5 and west of State Route 14 adjacent to the southern boundary of
the City of Santa Clarita city limits.
BACKGROUND
On January 14, 2003, the City of Santa Clarita City Council conducted a hearing for the
South Santa Clarita Annexation Prezone 02-004 which consisted of the City Council
adopting a resolution approving a negative declaration prepared for the project. In
addition, the City Council introduced an ordinance for the prezone and passed it to a second
reading.
On January 28, 2003, the City of Santa Clarita City Council adopted resolution 03-15
rescinding resolution 03-13 approving the negative declaration for prezone No. 02-004. In
order to address the concerns of interested parties, the City of Santa Clarita circulated a
revised initial study and negative declaration for the South Santa Clarita Annexation area
beginning on February 3, 2003.
The ordinance consists of prezoning the project site RE (Residential Estate) designation on
approximately 811 acres containing two developed single-family residences and RM
(Residential Moderate) designation on 14 acres containing one mobile home park to allow
for the South Santa Clarita Annexation and sphere of influence amendment.
First reading of the ordinance took place on July 14, 2003 and no changes have been made.
Therefore, City Council may adopt the ordinance at the conclusion of the public hearing and
after adopting the resolution approving the negative declaration.

FISCAL IMPACT
The proposed action is a prezone only. No impact to the City's budget is anticipated as a
result of the recommended action.

NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN:
A Public Hearing will be held before the City Council of the City of Santa Clarita in the City
Hall Council Chambers, 23920 Valencia Blvd., 1" Floor, Santa Clarita, California, on the 25'
day of February, 2003, at or after 6:00 p.m. to consider Master Case No. 02-474, including the
Negative Declaration which has been prepared for this proposed project. The Negative
Declaration will be available for public review beginning at 12:00 p.m. on February 3, 2003, at
the City of Santa Clarita, Planning & Building Services Department, 23920 Valencia
Boulevard, Suite 302, Santa Clarita, CA. The project is a Prezone of approximately 823 mostly
undeveloped acres for annexation to the City of Santa Clarita. The project location is east of
Interstate 5 and west of State Route 14 adjacent to and outside the existing southern limits of
the City of Santa Clarita in the unincorporated area of the County of Los Angeles.
Proponents, opponents, and any interested persons may appear and be heard on this matter
