M0032-02 - BID AWARD DEPARTMENT: Transportation and Engineering Services RECOMMENDED ACTION City Council award Contract No. M0032-02 to W. A. Rasic Construction, Inc. on an hourly rate basis, and in an amount not to exceed $816,476. Should the requirements specified in the contract documents not be complied with to the satisfaction of the Director of Transportation and Engineering Services, authorize the City Manager to award the remaining work to Blois Construction, Inc. Authorize an increase to revenue Account No. 456-6714 and corresponding increase to expense Account No. M0032456-8001 in the amount of $816,476. BACKGROUND In the mid -1980's, a number of storm drain systems in the City of Santa Clarita were constructed, inspected, approved, and placed into service. These storm drain systems were constructed to Los Angeles County Flood Control District (LACFCD) standards, but were never transferred to the LACFCD. Although these drainage systems have been in service for a number of years, they have never received routine maintenance, and have fallen into a general state of disrepair. The LACFCD has agreed to accept transfer of these drains provided that they are subsequently brought back up to LACFCD standards. In return for bond exonerations, the City has received $816,476 from KB Home, Inc. in support of this effort, and Contract No. M0032-02 was subsequently advertised for bids for this work. The contract documents specify that work is to be performed on an hourly rate basis, with no minimum amount of work being guaranteed. The contract documents also provide that work can be terminated and awarded to the next lowest bidder in the event of non-compliance with contract document requirements. ����l, �>�95 I The following bids were received by the City on September 30, 2003: W. A. Rasic Construction, Inc. Lynwood, CA $301.07 per hour Engineer's Estimate $347.00 per hour Blois Construction, Inc. Oxnard, CA $352.00 per hour ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IWACT The City incurs a long-term fiscal benefit by transferring the maintenance responsibilities for storm drains to the Los Angeles County Flood Control District. Revenue in the amount of $816,476 has been received in support of this effort. ATTACHMENTS None
