HomeMy WebLinkAbout2003-06-24 - AGENDA REPORTS - TIME WARNER CABLE FRANCHISE (2)Agenda Item: — Is CITYOF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Approval: Item to be presented by: Kevin Tonoian DATE: June 24, 2003 SUBJECT: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, AUTHORIZING THE MAYOR OF SANTA CLARITA TO SIGN AN AMENDMENT TO THE CABLE TELEVISION FRANCHISE AGREEMENT BETWEEN THE CITY OF SANTA CLARITA AND TIME WARNER ENTERTAINMENT – ADVANCE/NEWHOUSE DEPARTMENT: Administrative Services RECOMMENDED ACTION Staff recommends that Council adopt an Ordinance entitled, an Ordinance of the City Council of the City of Santa Clarita, authorizing the Mayor of Santa Clarita to sign an amendment to the cable television franchise agreement between the City of Santa Clarita and Time Warner Entertainment - Advance/Newhouse. BACKGROUND This action constitutes the second reading of this proposed ordinance. For the past two and one-half years, staff has been preparing for renewal of the City's Cable Franchise agreements with Comcast, formerly AT&T, and Time Warner Communications. The County of Los Angeles originally granted the agreements in August of 1987, just before the City's incorporation in December of 1987. Following incorporation, the City adopted the franchises set forth. According to the existing agreements, both franchises are scheduled to expire this year. The City's agreement with Comcast will expire on November 7, 2003, whereas the City's agreement with Time Warner will expire on August 1, 2003. As the City Council will not be in session at the time when Time Warner's existing Cable Franchise Agreement is scheduled to expire, staff believes that it is appropriate to extend the expiration of the Franchise Agreement to November 7, 2003. Extending the agreement with Time Warner will not modify the existing context of the agreement, other than extending the duration of the franchise. ALTERNATIVE ACTIONS Other action as directed by Council. FISCAL IMPACT The adoption of the Ordinance will have no fiscal impact upon the City. ATTACHMENTS Ordinance Exhibit A
