SUBJECT: TRACT MAP NO. 48892 (NORTHEASTERLY CORNER OF SIERRA
HIGHWAY AND GOLDEN VALLEY ROAD) — APPROVAL OF FINAL
MAP AND ACCEPTANCE OF OFFERS OF DEDICATION

RECOMMENDED ACTION
1. City Council approve Tract Map No. 48892 (northeasterly corner of Sierra Highway and Golden
Valley Road);
2. Accept on behalf of the public the offers of dedication for public use and road purposes, the right to
restrict direct vehicular ingress and egress to Sierra Highway and Golden Valley Road, the
easements for sanitary sewers and sanitary sewer ingress and egress purposes, the easements for
flood control purposes, the easements for covered storm drain, appurtenant structures, ingress and
egress purposes, all sanitary sewers and appurtenant structures, the easements for sight distance
Purposes, the easements for public use and trail purposes, the easements for public use and
sidewalk purposes, the easements for preservation purposes, the right to prohibit the construction of
residential buildings and any other structures within Lot 65, except for recreational facilities, and
the right to prohibit excavation within the restricted use areas;
3. Make findings as follows: (a) that this project is consistent with the provisions of Sections 66474
and 66474.1 of the Subdivision Map Act and should be approved, and (b) that this proposed
subdivision, together with the provisions for this design and improvement, is consistent with the
General Plan required by Article 5 (commencing with Section 65300) of Chapter 3 of Division I of
the Government Code, or any specific plan adopted pursuant to Article 8 (commencing with
Section 65450) of Chapter 3 of Division 1 of the Government Code;
4. Instruct the City Treasurer to endorse the Special Assessment Certificate on the face of Tract Map
No. 48892, which indicates that all special assessments levied by the City have been paid;

5. Instruct the City Clerk to endorse the Certificate on the face of Tract Map No. 48892, which
embodies the approval of said map and the acceptance of the dedications shown thereon; and
6. Instruct the City Engineer to endorse the Agreement for Subdivision Improvements, which provides
for the manner in which various improvements described on Tract Map No. 48892, and pursuant to
the conditions for the final approval of said map for which security has been posted, shall be
constructed and completed.
BACKGROUND
Tract Map No. 48892 (northeasterly corner of Sierra Highway and Golden Valley Road) is the second
and final phase of Vesting Tentative Tract Map No. 48892, which was granted approval by the
Planning Commission on October 3, 2000, and the City Council on December 12, 2000. This final
phase, consisting of approximately 14.9 acres, is located at the northeasterly corner of Sierra Highway
and Golden Valley Road, and owned by Zephyr Newhall LP, a California Limited Partnership.
This map is creating sixty-six lots (sixty-two
commercial lot, one open space lot, and one psingle family residential lots, one recreation lot, one
lots. Trail requirements are being met by the rivate street lot). Water rights have been secured for all
construction of a Class I bike trail on the northerly side of

dedication of necessary easements to the City. A $200,000 contribution has been paid towards the cost
of construction of a pedestrian bridge over Sierra Highway. Irrevocable easements needed for the
construction of the bridge, its abutments, and ramping have been dedicated. Quimby fees have been
paid. A Bridge and Thoroughfare fee of $1,015,770 (based on current fees) shall be paid at building
permit issuance, per the Conditions of Approval.
The conditions set by the City Council have been met, and fees have been paid as indicated on the
attached Fact Sheet. The map has been checked to the satisfaction of the City Engineer and is ready for
City Council approval and acceptance of the dedications.
ALTERNATIVE ACTIONS
Staff has not identified any alternative actions that would conform to requirements set forth in the
Subdivision Map Act.

B&T Fee: The project is located in the Eastside Bridge and Thoroughfare District;
based on a maximum of 62 single family units and one commercial lot of
1.42 acres, fees totaling $1,015,770 (based on current fees) shall be paid at
building permit issuance, per the Conditions of Approval.
Transit Fee: The transit mitigation fee of $12,400 for 62 new single family residential
units will be paid at issuance of building permits, per the Conditions of
Approval.
Quimby Fee: A Quimby fee of $122,185 has been paid per the Conditions of Approval.
School Fees: All appropriate school fees will be paid at the time of building permits.
