I (— CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Approval: Item to be presented by: Curtis Nay DATE: June 24, 2003 SUBJECT: TRACT MAP NO. 51931-05 (HARBOR WOODS, NORTH VALENCIA I ANNEXATION) — APPROVAL OF FINAL MAP AND ACCEPTANCE OF OFFERS OF DEDICATION DEPARTMENT: Transportation and Engineering Services RECOMMENDED ACTION 1. City Council approve Tract Map No. 51931-05 (Harbor Woods, North Valencia I Annexation); 2. Accept on behalf of the public the offers of dedication for public use and road purposes; the right to restrict direct vehicular ingress and egress to Newhall Ranch Road and McBean Parkway; and the easements for covered storm drain, appurtenant structures, ingress and egress purposes; 3. Make findings as follows: (a) that this project is consistent with the provisions of Sections 66474 and 66474.1 of the Subdivision Map Act and should be approved, and (b) that this proposed subdivision, together with the provisions for this design and improvement, is consistent with the General Plan required by Article 5 (commencing with Section 65300) of Chapter 3 of Division 1 of the Government Code, or any specific plan adopted pursuant to Article 8 (commencing with Section 65450) of Chapter 3 of Division 1 of the Government Code; 4. Instruct the City Treasurer to endorse the Special Assessment Certificate on the face of Tract Map No. 51931-05, which indicates that all special assessments levied by the City have been paid; 5. Instruct the City Clerk to endorse the Certificate on the face of Tract Map No. 51931-05, which embodies the approval of said map and the acceptance of the dedications shown thereon; and 6. Instruct the City Engineer to endorse the Agreement for Subdivision Improvements, which provides for the manner in which various improvements described on Tract Map No. 51931-05, and pursuant to the conditions for the final approval of said map for which security has been posted, shall be constructed and completed. or 1. Ud�'J83 Tor BACKGROUND Tract Map No. 51931-05 (Harbor Woods, North Valencia I Annexation) is the fifth phase of Vesting Tentative Tract Map No. 51931, which was granted approval by the City Council on December 18, 1997. A revised project, Conditional Use Permit and an addendum to the certified North Valencia Specific Plan for the development of 188 attached apartment units and 11,000 square feet of retail commercial within this site was granted approval by the City Council on February 11, 2003. This phase, consisting of approximately 24.6 acres, is located at the southwesterly corner of Newhall Ranch Road and McBean Parkway, and is owned by Newhall Land, a California Limited Partnership. This map is a subdivision of a Remainder Parcel shown on Tract Map No. 51931-02 and is creating two lots (one 188 -unit attached apartment lot and one retail commercial lot). Water rights have been secured for both lots. Trail requirements are being met by the construction of trail connections off Baywood Lane, a Class I bike trail along Newhall Ranch Road, and the under crossing of Newhall Ranch Road. The Quimby requirement will be fully satisfied by the dedication and construction of three public parks totaling approximately 17 acres, along with the conveyance of approximately 296 acres of the Santa Clara River, in accordance with the North Valencia I Development Agreement. Bridge and Thoroughfare fees totaling $1,441,872 (per current Valencia B&T District fees) shall be paid at building permit issuance, as stipulated in the Conditions of Approval. Prior to the issuance of any building permits within this project, Baywood Lane will be vacated to the City of Santa Clarita between Newhall Ranch Road and Brookings Court. The conditions set by the City Council have been met, and fees have been paid as indicated on the attached Fact Sheet. The map has been checked to the satisfaction of the City Engineer and is ready for City Council approval and acceptance of the dedications. ALTERNATIVE ACTION Staff has not identified any alternative actions that would conform to requirements set forth in the Subdivision Map Act. FISCAL IMPACT No new public streets are being dedicated to the City by this map. No impact will be made to the City's street maintenance budget. Transit Fee: Fees totaling $37,600 (per current fees) for 188 attached apartment units shall be paid at building permit issuance, as stipulated in the Conditions of Approval. Quimby Fee: The Quimby Fee requirement will be fully satisfied by the dedication and construction of three public parks totaling approximately 17 acres, along with the conveyance of approximately 296 acres of the Santa Clara River, in accordance with the North Valencia I Development Agreement.
