SUBJECT: TRACT MAP NO. 52673-03 (RYE CANYON BUSINESS PARK) —
APPROVAL OF FINAL MAP AND ACCEPTANCE OF OFFERS OF
DEDICATION

RECOMMENDED ACTION
1) City Council approve Tract Map No. 52673-03 (Rye Canyon Business Park);
2) Accept on behalf of the public the offers of dedication for public use and road purposes, the right to
restrict direct vehicular ingress and egress to Newhall Ranch Road and Copper Hill Drive, the
easements for sanitary sewers and sanitary sewer ingress and egress purposes, all sanitary sewers
and appurtenant structures, the right to prohibit the construction of residential buildings and any
other structures within all open space areas, except for recreational facilities, and pursuant to Section
66434(G) of the Subdivision Map Act, the filing of this map constitutes the abandonment of all the
public streets (excepting Newhall Ranch Road and Copper Hill Drive) and easements which were
dedicated to the City of Santa Clarita by Tract Map Nos. 52673-01 and 52673-02, and reject on
behalf of the public the offer of dedication of the temporary grading easement for future slope
purposes;
3) Make findings as follows: (a) that this project is consistent with the provisions of Sections 66474
and 66474.1 of the Subdivision Map Act and should be approved, and (b) that this proposed
subdivision, together with the provisions for this design and improvement, is consistent with the
General Plan required by Article 5 (commencing with Section 65300) of Chapter 3 of Division 1 of
the Government Code, or any specific plan adopted pursuant to Article 8 (commencing with
Section 65450) of Chapter 3 of Division 1 of the Government Code;
4) Instruct the City Treasurer to endorse the Special Assessment Certificate on the face of Tract Map
No. 52673-03, which indicates that all special assessments levied by the City have been paid;

5) Instruct the City Clerk to endorse the Certificate on the face of Tract Map No. 52673-03, which
embodies the approval of said map and the acceptance of the dedications shown thereon; and
6) Instruct the City Engineer to endorse the Agreement for Subdivision Improvements, which provides
for the manner in which various improvements described on Tract Map No. 52673-03, and pursuant
to the conditions for the final approval of said map for which security has been posted, shall be
constructed and completed.
BACKGROUND
Tract Map No. 52673-03 (Rye Canyon Business Park) is the third phase of Vesting Tentative Tract
Map No. 51828, which was granted approval by the Planning Commission on June 25, 1996. A
Substantial Conformance Map, delineating the lot configuration as shown on this map, was deemed to
be in substantial conformance with Vesting Tentative Tract Map No. 51828 and approved by Planning
staff on October 15, 2002. This phase, consisting of approximately 198.8 acres, is located at the
northwesterly corner of Newhall Ranch Road and Copper Hill Drive, and is owned by W9/Rye South
Realty, LLC, a Delaware Limited Liability Company.
This map is re -subdividing 31 of the 32 lots previously created by Tract Map No. 52673-01 and Tract
Map No. 52673-02 (previously consisting of 21 lots for industrial business park use and 10 open space
lots) to 27 lots for industrial business park use. The open space areas created by the two previous maps
remain substantially unchanged, but are now open space areas within the industrial use lots rather than
separate open space lots. The City owned Transit Maintenance Facility lot is not included in this
subdivision. Water rights have been secured for all lots. Trail requirements are being met by the
construction of five "pocket parks," a one -mile walking trail, and a half -court basketball court. No
Quimby fees are required for this industrial development. The Bridge and Thoroughfare Fees are to be
paid during the building permit stage. In accordance with the Developer Agreement and the
Memorandum of Understanding, the projected total fee is $5,761,981 and is to be paid per square foot
of building foot print.
The conditions set by the City Council have been met, and fees have been paid as indicated on the
attached Fact Sheet. The map has been checked to the satisfaction of the City Engineer and is ready for
City Council approval and acceptance of the dedications.
ALTERNATIVE ACTIONS
Staff has not identified any alternative actions that would conform to requirements set forth in the
Subdivision Map Act.
FISCAL IMPACT
No new public streets are being dedicated to the City by this map. No impact will be made to the
City's street maintenance budget.
The developer is contributing the following amounts for the purposes described (refer to the attached
Fact Sheet for details):
