HomeMy WebLinkAbout2003-08-26 - AGENDA REPORTS - TM 53901-01 CREEKSIDE NV2 (2)CONSENT CALENDAR DATE: Agenda Item CITY OF SANTA CLARITA AGENDA REPORT / Curtis Nay City Manager Approval Item to be presented by: August 26, 2003 SUBJECT: TRACT MAP NO. 53901-01 (CREEKSIDE, NORTH VALENCIA II ANNEXATION) - APPROVAL OF FINAL MAP AND ACCEPTANCE OF OFFERS OF DEDICATION DEPARTMENT: Transportation and Engineering Services RECOMMENDED ACTION 1) City Council approve Tract Map No. 53901-01 (Creekside, North Valencia H Annexation); 2) Accept on behalf of the public the offers of dedication for public use and road purposes, the right to restrict direct vehicular ingress and egress to McBean Parkway, the easements for covered storm drain, appurtenant structures, ingress and egress purposes, the easements for sanitary sewers and sanitary sewer ingress and egress purposes, all sanitary sewers and appurtenant structures, the right to prohibit the erection or construction of any buildings or structures within Lots, 127, 149 through 175, 179, and 180 designated as open space/recreation, except for recreational facilities and appurtenant structures, and the easements for landscape maintenance purposes; 3) Make findings as follows: (a) that this project is consistent with the provisions of Sections 66474 and 66474.1 of the Subdivision Map Act and should be approved, and (b) that this proposed subdivision, together with the provisions for this design and improvement, is consistent with the General Plan required by Article 5 (commencing with Section 65300) of Chapter 3 of Division 1 of the Government Code, or any specific plan adopted pursuant to Article 8 (commencing with Section 65450) of Chapter 3 of Division 1 of the Government Code; 4) Instruct the City Treasurer to endorse the Special Assessment Certificate on the face of Tract Map No. 53901-01, which indicates that all special assessments levied by the City have been paid; ra €-`°tri t��9 5) Instruct the City Clerk to endorse the Certificate on the face of Tract Map No. 53901-01, which embodies the approval of said map and the acceptance of the dedications shown thereon; and 6) Instruct the City Engineer to endorse the Agreement for Subdivision Improvements, which provides for the manner in which various improvements described on Tract Map No. 53901-01, and pursuant to the conditions for the final approval of said map for which security has been posted, shall be constructed and completed. BACKGROUND Tract Map No. 53901-01 (Creekside, North Valencia II Annexation) is the first phase of Substantial Conformance Map, Tract Map No. 53901, which was deemed to be in substantial conformance with the principles and standards required by the Unified Development Code and North Valencia II Specific Plan, and approved by Planning staff on November 17, 2002. This phase, consisting of approximately 28.66 acres, is located west of McBean Parkway, between Copper Hill Drive and the existing Skycrest Development, and is owned by Hidden Creek Village, Limited Liability Company. This map is a subdivision of Lots 1 and 2 of Tract Map No. 44831-02 and is creating 180 lots (126 single family residential lots, 11 private street lots, 1 recreation lot, 10 private driveway and fire lane lots, and 32 open space lots). Water rights have been secured for all lots. Trail requirements are being met by the construction of a Class I bike trail along the eastern edge of San Francisquito Creek, 8 -foot paseo along the project's frontage on Copper Hill Drive, 10 -foot paseo along the project's frontage, and interior 8 -foot wide paseos through the property linking the development with the 10 -foot wide paseo on McBean Parkway and to three access points along the river trail and the dedication of easements to the City. The Quimby requirement has been fully satisfied by the dedication of a 17.6 acre public park, a 1.6 acre private park, a 1.5 acre private park on this property, and other private recreation facilities on this property, in accordance with the North Valencia II Development Agreement. Bridge and Thoroughfare fees totaling $1,328,040 (per current Valencia B&T District fees) shall be paid at building permit issuance, as stipulated in the Conditions of Approval. The conditions set by Planning staff have been met and fees have been paid as indicated on the attached Fact Sheet. The map has been checked to the satisfaction of the City Engineer and is ready for City Council approval and acceptance of the dedications. ALTERNATIVE ACTIONS Staff has not identified any alternative actions that would conform to requirements set forth in the Subdivision Map Act. B&T Fee: Fees totaling $1,328,040 (per current Valencia B&T District fees) for 126 single family residential units shall be paid at building permit issuance, in conformance with the Development Agreement. Transit Fee: Fees totaling $25,200 (per current fees) for 126 single family residential units shall be paid at building permit issuance, as stipulated in the Conditions of Approval. Quimby Fee: The Quimby requirement has been fully satisfied by the dedication of a 17.6 -acre public park, 1.6 -acre private park, 1.5 -acre private park on this property, and other private recreation facilities on this property, in accordance with the North Valencia II Development Agreement. School Fees: All appropriate school fees will be paid at the time of building permits.
