SUBJECT: TRACT MAP NO. 53918 (ALTA VISTA, NORTH VALENCIA II
ANNEXATION) - APPROVAL OF FINAL MAP AND
ACCEPTANCE OF OFFERS OF DEDICATION

RECOMMENDED ACTION
1) City Council approve Tract Map No. 53918 (Alta Vista, North Valencia II Annexation);
2) Accept on behalf of the public the offers of dedication for public use and road purposes, the
right to restrict direct vehicular ingress and egress to Copper Hill Drive and Decoro Drive, the
easements for covered storm drain, appurtenant structures, ingress and egress purposes, the
easements for sanitary sewers and sanitary sewer ingress and egress purposes, all sanitary
sewers and appurtenant structures, the right to prohibit the erection or construction of any
buildings or structures within Lots 240 and 243 through 256 designated as open
space/recreation, except for recreational facilities and appurtenant structures, and the
easements for landscape maintenance purposes, the easement for public use and trail purposes
so designated on the map and all uses incident thereto, including the right to make
connections therewith from any adjoining properties;
3) Make findings as follows: (a) that this project is consistent with the provisions of
Sections 66474 and 66474.1 of the Subdivision Map Act and should be approved, and (b) that
this proposed subdivision, together with the provisions for this design and improvement, is
consistent with the General Plan required by Article 5 (commencing with Section 65300) of
Chapter 3 of Division 1 of the Government Code, or any specific plan adopted pursuant to
Article 8 (commencing with Section 65450) of Chapter 3 of Division 1 of the Government
Code;
4) Instruct the City Treasurer to endorse the Special Assessment Certificate on the face of Tract
Map No. 53918, which indicates that all special assessments levied by the City have been
paid;

5) Instruct the City Clerk to endorse the Certificate on the face of Tract Map No. 53918, which
embodies the approval of said map and the acceptance of the dedications shown thereon; and
6) Instruct the City Engineer to endorse the Agreement for Subdivision Improvements, which
provides for the manner in which various improvements described on Tract Map No. 53918,
and pursuant to the conditions for the final approval of said map for which security has been
posted, shall be constructed and completed.
BACKGROUND
Tract Map No. 53918 (Alta Vista, North Valencia II Annexation) was deemed to be in substantial
conformance with the principles and standards required by the Unified Development Code and
North Valencia H Specific Plan, and approved by Planning staff on February 28, 2003. This
phase, consisting of approximately 58.56 acres, is located east of Copper Hill Drive, between
Decoro Drive and Smyth Drive, west of Valencia High School, and is owned by Lennar Alta
Vista, Delaware Limited Liability Company.
This map is a subdivision of Lots 1 to 4 of Tract Map No. 52667-01 and is creating 256 lots
(239 single family residential lots, 2 condominium lots, and 15 open space/recreation lots).
Water rights have been secured for all lots. Trail requirements are being met by the construction
of a Class I bike trail along Copper Hill Drive, 10 -foot paseo along Decoro Drive, 8 -foot paseo
along Smyth Drive, and 8 -foot paseos through the development connecting the private 1.6 -acre
private park with Smyth Drive, Copper Hill Drive, and Decoro Drive. A paseo bridge is also
being installed over Decoro Drive connecting the 10 -foot paseo on the south side of the street to
the 10 -foot paseo on the north side of the street. All dedication of easements to the City has been
made. Quimby requirement has been fully satisfied by the dedication of a 17.6 -acre public park,
1.5 -acre private park, 1.6 -acre private park in this development, and other private recreation
facilities on this property, in accordance with the North Valencia H Development Agreement.
Bridge and Thoroughfare fees totaling $3,277,940 (per current Valencia B&T District fees) shall
be paid at building permit issuance, as stipulated in the Conditions of Approval.
The conditions set by Planning staff have been met and fees have been paid as indicated on the
attached Fact Sheet. The map has been checked to the satisfaction of the City Engineer and is
ready for City Council approval and acceptance of the dedications.
ALTERNATIVE ACTIONS
Staff has not identified any alternative actions that would conform to requirements set forth in the
Subdivision Map Act.
FISCAL IMPACT
Seven new public streets are being dedicated to the city on this map. The maintenance of these
streets will have minimal impact on the City's street maintenance budget.
The developer is contributing the following amounts for the purposes described (refer to the
attached Fact Sheet for details):

Transit Fee:
Fees totaling $65,800 (per current fees) for 239 single-family residential
units and 90 triplex units shall be paid at building permit issuance, as
stipulated in the Conditions of Approval.
Quimby Fee:
The Quimby requirement has been fully satisfied by the dedication of a
17.6 -acre public park, a 1.5 -acre private park, a 1.6 -acre private park in
this development, and other private recreation facilities on this property,
in accordance with the North Valencia II Development Agreement.
School Fees:
All appropriate school fees will be paid at the time of building permits.
