HomeMy WebLinkAbout2003-06-24 - AGENDA REPORTS - TM 54019-01 ACCEPT (2)CONSENT CALENDAR Agenda Item: / CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval: Item to be presented by: Curtis Nay DATE: June 24, 2003 SUBJECT: TRACT MAP NO. 54019-01 (CREEKSIDE, NORTH VALENCIA H ANNEXATION) — APPROVAL OF FINAL MAP AND ACCEPTANCE OF OFFERS OF DEDICATION DEPARTMENT: Transportation and Engineering Services RECOMMENDED ACTION 1. City Council approve Tract Map No. 54019-01 (Creekside, North Valencia 11 Annexation); 2. Accept on behalf of the public the offers of dedication for public use and road purposes, the right to restrict direct vehicular ingress and egress to McBean Parkway, Decoro Drive, Sunny Creek Drive, and Cottage Circle Drive, the easements for covered storm drain, appurtenant structures, ingress and egress purposes, the easements for sanitary sewers and sanitary sewer ingress and egress purposes, all sanitary sewers and appurtenant structures, the right to prohibit the erection or construction of any buildings or structures within Lots 128, 129, 130, 131, 133, 134, 138, 139, 140, 141, 142, 143, 144, and 145 designated as open space/recreation, except for recreational facilities and appurtenant structures, and the easements for landscape maintenance purposes; 3. Make findings as follows: (a) that this project is consistent with the provisions of Sections 66474 and 66474.1 of the Subdivision Map Act and should be approved, and (b) that this proposed subdivision, together with the provisions for this design and improvement, is consistent with the General Plan required by Article 5 (commencing with Section 65300) of Chapter 3 of Division 1 of the Government Code, or any specific plan adopted pursuant to Article 8 (commencing with Section 65450) of Chapter 3 of Division 1 of the Government Code; 4. Instruct the City Treasurer to endorse the Special Assessment Certificate on the face of Tract Map No. 54019-01, which indicates that all special assessments levied by the City have been paid; 5. Instruct the City Clerk to endorse the Certificate on the face of Tract Map No. 54019-01, which embodies the approval of said map and the acceptance of the dedications shown thereon; and 6. Instruct the City Engineer to endorse the Agreement for Subdivision Improvements, which provides for the manner in which various improvements described on Tract Map No. 54019-01, and pursuant to the conditions for the final approval of said map for which security has been posted, shall be constructed and completed. BACKGROUND Tract Map No. 54019-01 (Creekside, North Valencia H Annexation) is the first phase of Substantial Conformance Map, Tract Map No. 54019, which was deemed to be in substantial conformance with the principles and standards required by the Unified Development Code and North Valencia 11 Specific Plan, and approved by Planning staff on February 7, 2003. This phase, consisting of approximately 20.7 acres, is located west of McBean Parkway, between Newhall Ranch Road and Decoro Drive, and is owned by Warmington Creekside Associates, LP, a California Limited Partnership. This map is a subdivision of Lots 11 and 12 of Tract Map No. 44831 and is creating 145 lots (127 single family residential lots, 14 open space/recreation lots, and 4 private alley lots). Water rights have been secured for all lots. Trail requirements are being met by the construction of a Class I bike trail along the eastern edge of San Francisquito Creek, 8 -foot wide paseos on Cottage Circle Drive and Sunny Creek Lane, a 10 -foot wide paseo on Decoro Drive, paseos through the development linking the existing pedestrian bridge over McBean Parkway to the river trail and the dedication of easements to the City. The Quimby requirement has been fully satisfied by the dedication of 17.3 acres of public park, 1.1 acres of private park, and private recreation facilities on Tract Map No. 44831, in accordance with the North Valencia II Development Agreement. Bridge and Thoroughfare fees totaling $1,338,580 (per current Valencia B&T District fees) shall be paid at building permit issuance, as stipulated in the Conditions of Approval. The conditions set by Planning staff have been met and fees have been paid as indicated on the attached Fact Sheet. The map has been checked to the satisfaction of the City Engineer and is ready for City Council approval and acceptance of the dedications. ALTERNATIVE ACTIONS Staff has not identified any alternative actions that would conform to requirements set forth in the Subdivision Map Act. FISCAL IMPACT Five new public streets are being dedicated to the City on this map. The maintenance of these streets will have minimal impact on the City's street maintenance budget. Transit Fee: Fees totaling $25,400 (per current fees) for 127 single family residential units shall be paid at building permit issuance, as stipulated in the Conditions of Approval. Quimby Fee: The Quimby requirement has been fully satisfied by the dedication of 17.3 acres of public park, 1.1 acres of private park, and private recreation facilities on Tract Map No. 44831, in accordance with the North Valencia II Development Agreement. School Fees: All appropriate school fees will be paid at the time of building permits.
