SUBJECT: TRANSIT MAINTENANCE FACILITY, PROJECT NO. F0003 -
AWARD CONTRACT FOR A PARALLELOGRAM BUS LIFT

RECOMMENDED ACTION
City Council award the contract to Municipal Maintenance Equipment, Inc. for the purchase of a
parallelogram bus lift for the Transit Maintenance Facility, Project No. F0003, in an amount not
to exceed $92,337.25, plus a five percent contingency of $4,600.00, for a total of $96,937.25,
from Account Nos. F0003801-8001 and F0003205-8001; and authorize the City Manager or
designee to execute all documents, subject to City Attorney approval.
BACKGROUND
The parallelogram lift will be installed in one of the service bays of the future Santa Clarita
Transit Maintenance Facility. This equipment will make it possible to lift buses for the purpose
of inspection, maintenance, servicing, and cleaning. The lift needs to be acquired prior to
completion of the design of the facility in order to incorporate its specifications into the layout
and design of the service bay accordingly. The lift is to be delivered to the site by the supplier
when the project's general contractor is ready to install it as part of the construction of the
facility.
The invitation to bid was advertised three times in local publications, from May 8 to
May 19, 2003. Seven requests for the bid package were distributed to prospective bidders. On
May 29, 2003, the City Clerk's office received the following two bid packages for the
parallelogram bus lift:

Upon reviewing the bids, staff recommends finding the apparent low bid from Peterson
Hydraulics unresponsive and awarding the contract to Municipal Maintenance Equipment, Inc.
The lift proposed by Peterson Hydraulics, Inc., Rotary Model 50/48 F, does not meet all of the
City's requested specifications for the desired type of a lift, including its configuration,
mechanical structure, and material finish. The lift proposed by Municipal Maintenance
Equipment, Inc., Steril-Koni/Omer Model 240/50 -CB -48 -FM, meets all mechanical and material
requirements specified for the lift. The award of contract to Municipal Maintenance Equipment
will be contingent upon submitting a proof of certification of the proposed lift by the
Automotive Lift Institute, which the company is currently in the process of acquiring.
ALTERNATIVE ACTIONS
1. Reject all bids and rebid.
2. Other action as determined by the City Council.
FISCA_ L__ IMPACT
The Transit Maintenance Facility project, including the procurement of this parallelogram lift is
80 percent funded by the Federal Transit Administration. Funds for the award of the subject
contract are budgeted in Transit Maintenance Facility Account Nos. F0003801-8001 and
F0003205-8001.
