F0003 — AWARD CONSTRUCTION MANAGEMENT SERVICES AND MATERIAL TESTING SERVICES CONTRACTS Transportation and Engineering Services RECOMMENDED ACTION City Council award a construction management services contract to C3 Consultants in the amount of $273,000.00, and authorize a 10 percent contingency in the amount of $27,300.00; award a materials testing and inspection services contract to BTC Laboratories in the amount of $125,000.00, and authorize a 10 percent contingency in the amount of $12,500.00 for the Transit Maintenance Facility, Project No. F0003; and authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND The proposed Transit Maintenance Facility (TMF) project includes property acquisition, design, and construction of a permanent facility to accommodate the operation, maintenance, and administrative functions of the City's transit system. Based on growth projections of the City's transit system over the next 20 years, this facility will address both the current facility inefficiencies and future service expansion. Due to funding limitations, the construction of the facility will be phased. Phase I of the proposed TMF project consists of the design and construction of a portion of the facility to meet the existing needs and short-term expansion of the Santa Clarita Transit system for the next five to ten years. Phase I would address all deficiencies and would provide for the use of alternative fuels to meet new regulations expected in the next 12 months. At ultimate build -out, the TMF will accommodate 150 buses, providing approximately 53,800 square feet for fleet maintenance, and 18,200 square feet for operations and administrative functions. Upon acquisition of the Rye Canyon Business Park site in October 2001, staff initiated the design phase of the project. The City then entered into a contract with the consulting team of Hellmuth, APF)PHOWED Obata + Kassabaum, Inc. on May 14, 2002 for the architectural and engineering design of the facility. Their scope of work included the schematic design development for the ultimate facility, and preparation of final plans, specifications, and estimates for the construction of the initial phase of the project. On May 22, 2003, the City issued a Request for Proposals (RFP) for Construction Management and Materials Testing and Inspection Services for the Transit Maintenance Facility. The proposals were submitted to the City on June 12, 2003. The evaluation panel was formed, consisting of three staff members, and the project Architect with the design consultant, Hellmuth, Obata + Kassabaum, Inc. to review and rank the proposals. The panel received and evaluated seven (7) proposals, interviewing the following top four (4) ranked teams: Company BTC Laboratories, Inc. MARRS Services, Inc. Anil Verma Associates, Inc. C3 Consultants Location Ventura Santa Fe Springs Los Angeles Laguna Hills Consistent with Federal Transit Administration (FTA) guidelines, the City is required to rank design consultants based solely upon their technical qualifications and understanding of the project needs prior to any discussions concerning proposed costs. Based on technical qualifications and methodology proposed for the project, the evaluation panel recommends the construction management team of C3 Consultants and the materials testing and inspection team of BTC Laboratories, Inc. On July 8, 2003, the City Council received a brief presentation and accepted the plans, specifications, and estimates, and authorized the advertisement for construction bids. On November 25, 2003, the City Council awarded the construction contract for the TMF to Fedcon General Contractors, Inc. Construction is scheduled to begin January 2005. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT The proposed TMF is a federally -funded transit project, with 80 percent of the total project cost funded by Federal Transit Administration (FTA) grants and 20 percent to be funded by local match contributions. Construction management and inspection costs are part of the project's construction phase budget. No additional funding is required. ATTACHMENTS None
