SUBJECT: JOINT RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA CLARITA AND THE BOARD OF SUPERVISORS OF THE
COUNTY OF LOS ANGELES APPROVING AND ACCEPTING
NEGOTIATED EXCHANGE OF PROPERTY TAX REVENUE
RESULTING FROM THE TOWSLEY CANYON ANNEXATION
(MASTER CASE NO. 89-016)

RECOMMENDED ACTION
City Council adopt a Joint Resolution of Negotiated Exchange of Property Tax Revenue
resulting from the proposed Towsley Canyon Annexation to the City of Santa Clarita
consisting of 60.1 acres, located west of the City limits, generally west of Interstate 5,
extending approximately 600 feet south of Wiley Canyon Road; extending approximately
400 feet north of Wiley Canyon Road; and extending approximately two-thirds of a mile
west of the Old Road.
BACKGROUND
On May 9, 2000, the City Council adopted Resolution No. 00-51, initiating annexation
proceedings for the Towsley Canyon Annexation with the Local Agency Formation
Commission (LAFCO). On February 27, 2001, the City Council adopted Resolution No. 01-
23, amending the original application by changing the annexation number.
Pursuant to State law, distribution of property tax revenue derived from an annexation
must be negotiated and approved by a joint resolution of the City and the County of Los
Angeles. The City owns all parcels within the project area. For this reason, no tax revenue
is derived from the annexation. Subsequently, the proposed resolution provides for no
transfer of funds from the County to the City for fiscal years commencing on or after July 1,
2004, or the July 1 after the effective date of the annexation, whichever is later. In
addition, the proposed resolution contains the standard language that for each fiscal year
commencing on or after July 1, 2004, or the July 1 after the effective date of this
jurisdictional change, whichever is later, 5.634 percent of the annual property tax growth
(which is zero dollars given that it is a public property) attributable to the annexation sh 11

be transferred from the County of Los Angeles to the City. The resolution also provides for
the detachment from County Road District No. 5.
ALTERNATIVE ACTION
Council may direct safe to terminate annexation proceedings
FISCAL IMPACT
The City of Santa Clarita is sole owner of all parcels within the Towsley Canyon
Annexation area, and as such already incurs all municipal service expenses for the
unincorporated project area. In addition, no direct assessment is levied on the project site
by the County of Los Angeles.
On May 9, 2000, the City Council adopted to pay a Storm Drainage Utility Fee, a
prerequisite to annexation, for $374.89 annually. This will be a new annual expense to the
General Fund.
