HomeMy WebLinkAbout2003-01-14 - AGENDA REPORTS - TRAFFIC SIGNAL PRIORITY EVAL (2)CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager ApprovaqL..z Item to be presented by: Andrew Yi DATE: January 14, 2003 SUBJECT: FISCAL YEAR 2002-2003 TRAFFIC SIGNAL PRIORITY EVALUATION REPORT DEPARTMENT: Transportation & Engineering Services RECOMMENDED ACTION City Council receive report regarding traffic signal priority evaluation; approve the ranked list of candidate traffic signal locations; and select the intersection of Newhall Avenue at Market Street to be signalized from the City's current Traffic Signal Priority List. BACKGROUND In October 1995, the City Council adopted Resolution No. 95-116, establishing the City of Santa Clarita Traffic Signal Priority Rating System. The system provides the City a rational way of ranking competing candidate locations for traffic signalization by assigning points based upon various traffic data. The system has become an annual evaluation study, where candidate intersections competing for limited funding traffic signals are prioritized to provide maximum safety to the community by installing traffic signals only at the most critical intersections as determined by the rating system. Evaluation Results: Linscott, Law & Greenspan Engineers (LLG) evaluated 15 locations for traffic signal warrants this year. Seven of these locations were carried over from last year's traffic signal priority list. Of the 15 requested intersections, 13 locations met at least one or more traffic signal warrants and were prioritized based on the City's rating system as shown below. A tabulated evaluation summary showing the points assigned by category and a location map are attached. The intersection of Newhall Avenue and Market Street is recommended over Soledad Canyon Road and Honby Avenue as the candidate location for the following reasons: 1) The area served by Honby Avenue can currently access Soledad Canyon Road at two signalized locations. These are Soledad Canyon Road at Ruether Avenue and Soledad Canyon Road at Langside Avenue; 2) The intersection of Newhall Avenue/Market Street is adjacent to the site of the proposed Veteran's Memorial and has a significant amount of pedestrian traffic; 3) This intersection is also near the Santa Clarita Senior Center; and 4) Funding is only available for construction of one signal. FISCAL IMPACT Funds for this expenditure in the amount of $180,000.00 have been budgeted in the Fiscal Year 2002-2003 CIP Budget, Account No. C0020201. The Traffic Engineering Division received and reviewed requests for traffic signalization at the following intersections in the City: 1. Newhall Avenue/Market Street -Rank 1" (tie) 2. Lyons Avenue/Kansas Street -Rank 13`" Each intersection was evaluated and the locations that satisfied at least one of the traffic signal warrants utilized in the City of Santa Clarita Traffic Signal Priority System were identified. Of the 15 requested intersections, 13 locations satisfied at least one or more signal warrants. Of the 13 warranted intersections, the intersection of Newhall Avenue/Market Street is recommended for signalization.
