SUBJECT: VETERANS MEMORIAL PLAZA - PROJECT - P2001 -
AUTHORIZATION OF CONTRACT FOR DESIGN
DEPARTMENT: Parks, Recreation, and Community Services
RECOMMENDED ACTION
1. City Council approve the Veterans Memorial Plaza Concept Plan.
2. City Council authorize a contract in the amount of $61,519.18 with Campbell and Campbell
Architects, a California Corporation for Master Plan process and design. Authorize City Manager
or his designee, to sign all documents.
3. City Council approve a budget transfer from Account Number: 7350-8110 in the amount of $6,448
to Project P2001001-8001.
BACKGROUND
In November 2001, Council authorized a professional services contract with Campbell and Campbell
Architects to conduct a public participation process and master plan for the Veterans Memorial Plaza
Site in Newhall. The public participation process began with a kick-off meeting in February of 2002
and concluded with a presentation to the Parks and Recreation Commission at their September 5,
2002 meeting. Over 200 people attended five public meetings, including three workshops held at the
Santa Clarita Valley Senior Center and a presentation to the Newhall Redevelopment Committee.
Staff believes the attached concept plan responds to the concerns of the community and reflects a
consensus of the ideas brought forth during the public meetings. In addition to the public input, staff
has included comments by the City's Development Review Committee.
A total of $23,019.18 has been spent to date with Campbell and Campbell for facilitating the master
planning process. Approval of this item will approve the Concept Plan, and authorize staff to begin
the design phase of the Veterans Memorial Plaza for an additional $38,500 bringing the total contract
for Campbell and Campbell to $61,519.18. Council authorization of a transfer of $6,448 to Veterans
Memorial Plaza Project from Park Planning Budget is needed in order to proceed with the project.

The project will be submitted to the Planning and Building Services Department for zoning clearance
mid -way in the design process. It is anticipated that the design, cost estimate, and zoning clearance
will be completed by May 2003, and construction documents completed by August 2003. There is
currently no funding identified for the construction of this project. The Historic Veterans Memorial
Committee, as part of an ongoing fund raising effort, has raised in excess of $7,000 for a memorial
feature on the site. The City has committed to matching the cost of the memorial up to $40,000.

FISCAL IMPACT
Funds to complete the design phase of the project in the amount of $38,500 are comprised of
$22,418.82 in grant funds, Account Number: P2001453-8001, from the Governor's office, $9,534 in
Account Number: P2001001-8001, from the City's General Fund, and $6,448 from Account Number:
7350-8110.
