BACKGROUND Over the past 15 years the City of Santa Clarita has utilized strategic planning as a method of reaching out into the community to better understand the needs and desires of the citizens. This process has resulted in four strategic action plans that reflect projects and approaches to solving many of the City's issues. While the City has used strategic planning with much success over the years, this year a unique approach will be used to determine the major issues or concerns of the community. Modeled after the One Valley One Vision project, the new approach will include multiple community meetings within each of the four different geographic areas of the City. The focus of these meetings will be to identify key areas of consensus among the communities regarding priorities for City action. Once the community outreach process is complete, the issue areas will be presented to City Council for review and comment. City management staff will then further define the priority areas and craft action items to address the goals/vision articulated by the community and agreed upon by the City Council. This plan of action will be brought back to the City Council for direction and approval. This process is scheduled to begin in January 2004. A team of management staff has been assembled to guide and manage the process. This new visioning process will include closing out the existing Community Strategic Plan — Share the Vision IV one year early. A report will be brought to the City Council highlighting our accomplishments. A brochure will be mailed to residents communicating the City's completion of the Share the Vision IV. This information will include outreach materials about the new process and how they can become involved. KRP:KS:AR: S:\PBS\ARietzel\CMO\ccss strategic plamdw Agenda Item :_L
