SUBJECT: SECOND READING FOR PREZONE 02-003 (MASTER CASE 02-345)
FOR THE WHITNEY CANYON AREA, LOCATED EAST OF THE
EASTERN TERMINUS OF SAN FERNANDO ROAD, EAST OF
STATE ROUTE 14.

RECOMMENDED ACTION
City Council adopt an ordinance entitled AN ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF SANTA CLARITA TO APPROVE PREZONE NO. 02-003 (MASTER CASE
02-345) FOR THE WHITNEY CANYON ANNEXATION AREA LOCATED EAST OF THE
EASTERN TERMINUS OF SAN FERNANDO ROAD, EAST OF STATE ROUTE 14,
ADJACENT TO THE CITY OF SANTA CLARITA.
BACKGROUND
On February 11, 2003, the City of Santa Clarita City Council conducted a public hearing
regarding a General Plan Amendment and Prezone for the approximately 545 -acre area
known as Whitney Canyon. After the public hearing, the Council unanimously voted to
adopt a Resolution approving the General Plan Amendment and Negative Declaration
prepared for the project.
In addition, the City Council introduced an ordinance and passed it to a second reading for
tonight's meeting. The ordinance consisted of a Prezone of the entire 545.27 acre site from
RE (Residential Estate - 382 acres) to OS (Open Space) with a MOCA (Mineral/Oil
Conservation Area) overlay zone and OS (Open Space) with a MOCA overlay (163 acres) to
OS (Open Space).
City of Santa Clarita and the Santa Monica Mountains Conservancy jointly own the site.
The Open Space zoning is intended to preserve the area. No development is proposed at
this time.
