HomeMy WebLinkAbout2003-05-20 - MINUTES - JT STUDY SESSION NOTES (4)Special Joint Study Session City Council / Planning Commission May 20, 2003 Call To Order: 7:12 p.m. Roll Call: All Councilmembers were present with the exception of Frank Ferry Roll Call: All Planning Commissioners were present ITEM 1 WATER SUPPLY — Ken Pulskamp, City Manager turned the meeting over to representatives from CLWA; California Dept. of Water Resources; Slade and Associates. Mr. Dan Masnada from Castaic Lake Water Agency and Katherine Kelly of the California Dept. of Water Resources presented the Council and Planning Commission with an overview of water supply sources; historical supply information; municipal, industrial and agricultural uses; current and historical water demands; projected water demands; short-term water supply outlook; water requirements; information on Alluvial Aquifer including yield and pumpage, groundwater levels and quality; Saugus Formation; State Water project supplies; Semitropic groundwater storage program and the 2003 water supply outlook. Addition material submitted included: the Santa Clarita Valley Urban Water Management Plan; State Water Project Delivery Reliability Report; Groundwater Management Plan. Council / Planning Commission questions, concerns and comments included: Planning Commissioner Diane Trautman submitted an outline of questions and concerns which will be answered in a letter from the representatives of the water agencies. See attachment for Planning Commissioner Trautman's concerns. Other comments included: water availability; priority of distribution; capacity limitations; capacity performance. Representatives stated that all questions would be addressed and sent to the Council and Commission. Public Participation included: Lynn Plambeck regarding constraints of receiving water and how is agricultural use calculated; Connie Worden-Roberts regarding growth; Don Williams regarding semitropic water and unified water management plan; Bill Dinsenbacher regarding protection of water supply; Joan Dunn regarding recycled water; Alan Cameron regarding reclaimed water and a possible half day workshop; Ed Dunn regarding serious reduction of recharge and capacity of CLWA to transport water.
