HomeMy WebLinkAbout2003-03-06 - MINUTES - SPECIAL (2)CITY OF SANTA CLARITA MINUTES OF SPECIAL MEETING CITY COUNCIL ANNUAL MEETING WITH SUPERVISOR MICHAEL D. ANTONOVICH MARCH 6, 2003 CALL TO ORDER Mayor Smyth called the meeting to order at 8:16 a.m. in the Activities Center of the Santa Clarita Sports Complex. ROLL CALL All Councilmembers were present with the exception of Councilmember McLean who entered the meeting at 8:18 p.m. FLAG SALUTE Supervisor Antonovich led the flag salute. WELCOME AND INTRODUCTIONS Mayor Smyth welcomed all in attendance and acknowledged representatives of the County staff and City staff. CELEBRATING SUCCESSFUL PARTNERSHIPS Mayor Smyth introduced and provided information on the Neighborhood Traffic Safety Tool Kit which will be distributed by request to residents in the City and the County. CONTINUING PARTNERSHIPS Each Councilmember commented on a particular topic as follows: Councilmember Ferry — Parks and recreation programs and attempts to serve everyone in the valley. Tim Gallagher, Director of Parks & Recreation for the County spoke of areas for collaboration. Councilmember Kellar — One Valley One Vision project which has reached a major milestone with the City and County's approval of a Vision Statement and a series of Guiding Principles. Councilmember McLean — Cross -Valley Connector and the impact of growth and development. Mark Yamarone, Capital Program Administrator, provided additional information. Supervisor Antonovich advised that the County would contribute $1 million toward the project. Councilmember Weste — Transit Mixed Concrete project opposition and the City's commitment to continue to fight this proposal. Supervisor Antonovich acknowledged that the County is under a court order not to discuss the court-ordered mediation conferences. Jon Sanabria, Deputy Director of the Department of Regional Planning for the County confirmed that all negotiations are confidential as ordered by the court. Mayor Smyth — South Santa Clarita Annexation and the proposed Las Lomas project. Supervisor Antonovich acknowledged that any annexation would require property owner approval. PUBLIC PARTICIPATION Addressing the Council and Supervisor at this time was Lynne Plambeck regarding water issues and how the City and County are working together; Elizabeth Peterson representing the Music Teachers Association expressing the need for a place for children to perform and perfect their skills; Valerie Thomas regarding fees charged on Tesoro del Valle homes; Cam Noltemeyer regarding One Valley One Vision and the Sports Complex being located near the NTS property; Allan Cameron regarding State budget cuts, the Castaic animal shelter, the Las Lomas project with a proposed Metrolink station and TMC; Cynthia Neal Harris regarding the oak tree ordinance, the need to ensure mitigation is followed in a strong program and the need for hearings in this Valley on Newhall Ranch; John Grannis expressing appreciation for the opportunity to meet and advising of a rally on Saturday morning in support for our President and our troops. Councilmember McLean expressed interest in getting a copy of the Elizabeth Hill initiative for ERAF funding. Supervisor Antonovich indicated a willingness to work with other agencies on this issue.
