March 4, 2003
Call To Order: 5:35 p.m.
Roll Call: All Councilmembers were present

ITEM 1 FISCAL YEAR 2003 / 2004 BUDGET - Ken Pulskamp, City Manager gave a
brief background on the budget and included an overview of the budget calendar;
review of the State of the budget; the City's 5 -year financial forecast and
introduced an overview of topics for discussion.
Council questions, concerns and comments included: Concerns with how
the City's budget is affected if the State does not adopt their budget in a timely
manner; prepare for November by eliminating some projects now; do not lay off
any employees; public safety is first; do enough to keep things in decent shape
such as parks, streets; do not want to see items cut that would affect the youth
of Santa Clarita; seek grants for programs such as the STAR program;
clarification as to when Council needs to make final decisions; City Manager and
staff have good insight on the different levels, and what can be pared down; keep
community stable and maintain the integrity of the City; City Manager to
prepare memo to all staff regarding budget issues; reduce Council Contingency;
find out effectiveness of each program offered; remind citizens to shop local, it is
very, very important to keep tax dollars in City.
Public Participation included Duane Harte and his concerns for the future of the
4" of July Parade; Alan Cameron stated that there are huge tax dollars the City
is not receiving, and possible workshops on this, and to look at annexations as
a shop local campaign also.
Mayor Smyth adjourned the meeting at 6:16 p.m.
