HomeMy WebLinkAbout2003-04-01 - MINUTES - STUDY SESSION NOTES (2)City Council Study Session April 1, 2003 Call To Order: 5:36 p.m. Roll Call: All Councilmembers were present Flag Salute: Led by Councilmember Bob Kellar ITEM 1 PRIORITY REGISTRATION AND NON-RESIDENT FEES FOR PARKS AND RECREATION PROGRAMS - Ken Pulskamp, City Manager gave a brief introduction of the issue at hand, and introduced Rick Gould, Director of Parks, Recreation and Community Services who gave the report on Priority Registration. Mr. Gould's report included: background; review of options; issue has been a priority of the Parks Commission for several years; Commission is recommending the City Council implement a priority registration and / or non- resident fee system; limited facility space in the City - Fields, gymnasiums, aquatics, etc; significant waiting list for facility based Parks and Recreation programs; working with County Parks on joint projects; Seasons Brochure starting to feature County programs; survey of other cities was presented; explanation of priority registration system; explanation of Non -Resident fee system; current operation. Parks Commissioners Laura Hauser and Ed Redd were invited to express the concerns of the Commission. They stated, this issue was brought out through the One Valley One Vision (OVOV) meetings; striving for fairness for both City and County citizens. Council questions, concerns and comments included: If citizens are turned away from a program are they placed on a future waiting list; How many programs are in place; Aquatics and Child Development programs seem to be the most significant; cost of building new gymnasiums; cost of acreage of land; results should be positive; huge amount of money is needed to keep programs going; work with County / Developers / Planning; encourage HOA's to be included in the needs of the community; resources need to be committed; keep programs at high quality; give update of parks such as: Fair Oaks, Tesoro del Valle, Plum Canyon, Stevenson Ranch (Westridge), Westcreek, North Park (Chesboro Park). Council stated: did not want to find programs worse off in the future because of development; City can only do so much; need for compromise with the County; City residents should have priority - it must mean something to be in the City; not right for City residents to subsidize fees for non-residents; in favor of all fees; in favor of priority system and fee increase; Park Bonds need to be passed; programs need flexibility; best decision needs to be made for the long term effect; move forward; possible incorporation of County parks; not convinced the problem is "huge'; provide numbers and benefits; against any increase in fees to families; staff should come back with figures on programs with the greatest impact; County and City staff to work together - leverage must come from both sides; problem needs to be clearly defined. Council requested that staff return to a future Council meeting with exact details and Council will vote on issue. No need for a future study session on this matter.
