ITEM 1 NEIGHBORHOOD SPEED HUMP PILOT PROGRAM AND UPDATE ON
TRAFFIC SAFETY — Assistant to the City Manager Jill Fosselman introduced the
item. Director of Transportation and Engineering Services Robert Newman, and City
Traffic Engineer Andrew Yi presented the City Council with an analysis of the traffic
calming pilot project. Andrew reported that the 2003 collision rates were down as
well as fatalities. It was reported that this was due to mitigation efforts including the
retiming of 60 traffic signals, DUI trailer, and traffic enforcement increase.
Council questions, concerns and comments included: the effectiveness of Sheriff s
Dept. traffic team; the cost of the pilot program shared with residents; the delay of
emergency response time; impact on other roads when measures are taken to deter
speed; not accepting development plans that may cause traffic speed; and financial
impact to the City.
PUBLIC PARTICIPATION: Tony Natoli, Sherry Poll and Ray Lasik all
commented on the conditions of Benz Road.
Motion by Ferry, second by Kellar, to conclude the pilot program, leaving the
speed humps in place and not proceeding with the implementation of a Citywide
speed hump program; and to continue with programs and ongoing efforts to
deter speeding.
