ITEM 1 VISION & STRATEGIC PLANNING — City Manager Ken Pulskamp reported that over the past 15 years, the City of Santa Clarita has utilized strategic planning as a method of reaching out into the community to better understand the needs and desires of the citizens. This year a unique approach will be used to determine the major issues or concerns of the community. The intent would be to close out the Share the Vision IV plan and try something new and more innovative with a series of multiple community meetings involving the Council, Commissions and community members starting in January 2004. Council questions, concerns and comments included: wanting to include the Commissions on the front end rather than the tail end; seeking out people in the community that the City never hears from; expressing appreciation for staffs efforts. ITEM 2 PARK BOND — City Manager Ken Pulskamp acknowledged that the Parks, Recreation, and Community Services Commission has long been interested in the concept of funding for additional park facilities, amenities, and open space to meet the need of reducing the City's parkland deficit by means other than the City's General Fund. Rick Gould, Director of Parks, Recreation and Community Services introduced John O'Sullivan with the consulting firm of Kelling, Northcross and Nobriga, who presented information on alternative funding options available to the City. Council questions, concerns and comments included: how to raise campaign funds without using city funds; the timing of when to place the issue before voters; the possibility of carving out specific areas (i.e. seniors) geographically; the possibility of having a volunteer committee do the poll; the community realizing the importance of park space for their children and their children's children; getting valid data scientifically via the poll to narrow the focus on what the community wants and is willing to pay for. Councilmember McLean requested a copy of the power point presentation. There was no public participation. Study Session November 4, 2003 Page 2 2 Motion by Ferry, second by Weste, to authorize staff to proceed with the poll, understanding the cost to be approximately $20,000, but allowing the expenditure under the City Manager's authority.
