AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
SANTA CLARITA, CALIFORNIA, AMENDING TITLE 17 OF THE
SANTA CLARITA MUNICIPAL CODE, ADOPTING AMENDMENTS TO THE
UNIFIED DEVELOPMENT CODE (UDC) REGARDING
SELF -STORAGE FACILITY REQUIREMENTS
WHEREAS, the City of Santa Clarita General Plan requires the implementation of
the City of Santa Clarita Unified Development Code to be in compliance with the
Government Code of the State of California;
WHEREAS, the City of Santa Clarita initiated a Unified Development Code
Amendment 02-001 (Master Case 02-258) on July 15, 2002 to modify various sections of
Title 17 of the City of Santa Clarita Municipal Code;
WHEREAS, Unified Development Code Amendment 02-001 includes modifications
to the Self Storage Facility Requirements of the Unified Development Code. The proposed
modifications/amendments to the Sign Regulations are attached as Exhibit "A";
WHEREAS, the proposed amendments are consistent with and further implement
the Goals and Policies of the City of Santa Clarita General Plan;
WHEREAS, the Planning Commission conducted a duly noticed public hearing on
August 20, 2002 at City Hall, 23920 Valencia Boulevard, Santa Clarita, Ca 91335. At this
meeting, the Planning Commission adopted Resolution P02-31, recommending approval of
the amendments to the Self -Storage Facility Requirements of the Unified Development
Code to the City Council and adoption of the Negative Declaration for than Unified
Development Code Amendment 02-001 to the City Council;
WHEREAS, a negative declaration was prepared and a resolution was adopted by
the City Council on February 11, 2003, for the Unified Development Code Amendment
02-001 as complete and in compliance with the provisions of CEQA and the City's
Environmental Guidelines; and
WHEREAS, the City Council of the City of Santa Clarita conducted a duly noticed
public hearing regarding the amendments to the Self -Storage Facility Requirements of the
Unified Development Code on February 11, 2003 at City Hall, 23920 Valencia Boulevard,
Santa Clarita, CA 91355.
WHEREAS, the City Council introduced an ordinance to modify the Unified
Development Code on February 11, 2003, and passed the ordinance to a second reading on
February 25, 2003.
NOW, THEREFORE, the City Council of the City of Santa Clarita does ordain as
follows:
SECTION 1. The proposed amendments to the Santa Clarita Unified Development
Code are consistent with the City of Santa Clarita General Plan and meet the requirements
of the Government Code of the State of California.
SECTION 2. The proposed amendments to the self -storage facility requirement of
the Santa Clarita Unified Development Code identified in Exhibit "A" is hereby adopted.
SECTION 3. That if any portion of this ordinance is held to be invalid, that portion
shall be stricken and severed, and the remaining portions shall be unaffected and remain in
full force and effect.
SECTION 4. That the City Clerk shall certify to the passage of this ordinance and
shall cause it to be published in the manner prescribed by law.
PASSED, APPROVED AND ADOPTED this 25' day of February, 2003.

Section 17.17.040 Specific Development Requirements.
K. Self -storage facilities.
1. The City's intent is to limit the visibility of self -storage facilities along primary
and secondary thoroughfares.
2. All new self -storage facilities shall conform to the following requirements:
(a). Self -storage facilities shall be designed and developed in a manner
compatible with and complementary to existing and potential
development within the immediate vicinity of the project site.
(b). The minimum lot area shall be two (2) acres.
(c). Storage facilities shall be entirely enclosed by solid decorative masonry
walls, a minimum of six (6) feet in height.
(d). Building height shall not exceed two (2) stories and/or twenty (20) feet,
unless it is an architectural feature having no storage capacity.
(e) Driveways shall have a minimum width of twenty-six (26) feet for the
facility entry and fire lanes. Secondary driveways shall have a minimum
width of ten (10) feet.
(f) Utility services of electrical, water, gas, security alarm and monitoring
systems shall be routed underground. Utility equipment, such as
transformers, meters, regulators, installed above ground shall be screened
from view.
(g) Buildings shall be designed, located, and/or screened so that views of
overhead doors and/or interior driveways within such facilities are not
readily visible from adjacent roads.
(h) One caretaker's residence shall be permitted, subject to single family
residential development standards.

(i) The Applicant shall provide before and after photo simulations of the facility.
(j) Extensive Landscaping shall be incorporated into the project to screen the
facility from public view to the greatest extent possible.
3. Expansion or modification of a self storage facility existing on the effective date of this
ordinance may be pursued in a manner not in conformity with this ordinance subject to the
approval of a conditional use permit.
