A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA CLARITA, CALIFORNIA, RE -ADOPTING THE
STANDARDIZED EMERGENCY MANAGEMENT SYSTEM (SEMS) FOR
THE CITY OF SANTA CLARITA'S EMERGENCY OPERATIONS PLAN,
TRAINING, RESPONDING, AND REPORTING IN THE
EVENT OF AN EMERGENCY
WHEREAS, Senate Bill 1841 was passed by the California State Legislature and made
effective on January 1, 1993 under Section 8607 of the California Government Code provides:
"By December 1, 1996, all state agencies shall use the Standardized Emergency
Management System (SEMS) as adopted pursuant to subdivision (a) to coordinate multiple
jurisdiction or multiple agency emergency and disaster operations."
WHEREAS, the City of Santa Clarita's Emergency Operations Plan, developed in 1990,
and modified in 1996 and 2003, utilizes all components of the SEMS, including the California
Master Mutual Aid System, the Operation Area Concept, and Incident Command System; and
WHEREAS, the City of Santa Clarita has incorporated the SEMS format in training
exercises and City-wide drills; and
WHEREAS, key members of the City's emergency operations organization have
participated in and trained in the appropriate State mandated SEMS -Approved Course of
Instruction.
NOW, THEREFORE, the City Council of the City of Santa Clarita does, by resolution,
hereby re -adopt and comply with SEMS guidelines as part of the City's preparedness, response,
and recovery plan; and the Clerk of this City Council is hereby authorized and directed to send a
certified copy of this Resolution to the State of California Governor's Office of Emergency
Services for filing.
PASSED, APPROVED AND ADOPTED this 25`h day of November, 2003.
