A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA CLARTTA, CALIFORNIA, INITIATING PROCEEDINGS FOR
THE ANNEXATION OF VARIOUS TRACTS INTO SANTA CLARTTA LANDSCAPE
MAINTENANCE DISTRICT NOS. 1 AND T1, FORMATION OF SAID AREAS INTO
ZONES AS SHOWN, AND DETERMINING THAT THESE PROCEEDINGS SHALL BE
TAKEN PURSUANT TO THE LANDSCAPING AND LIGHTING ACT OF 1972 AND
THE RIGHT TO VOTE ON TAXES ACT

The City Council of the City of Santa Clarita pursuant to the provisions of the
Landscaping and Lighting Act of 1972, Division 15 of the Streets and Highways Code of the
State of California (the "Act"), desires to initiate proceedings for the above mentioned
annexations into the Santa Clatita Landscape Maintenance District Nos. 1 and TI (the
"Districts") for the levy and collection of annual assessments within the proposed annexations for
the Fiscal Year 2003/2004, for the purposes provided therefore in the Act; and
WHEREAS, the improvements to be installed, constructed, or maintained within the
proposed annexations may include installation, construction, or maintenance of any authorized
improvements under the Act, including, but not limited to landscape and irrigation improvements
and any facilities which are appurtenant to any of the aforementioned or which are necessary or
convenient for the maintenance or servicing thereof; and
WHEREAS, Section 22608 of the Act, limits the requirement for the resolutions,
Engineer's Report, notices of hearing, and right of majority protest under the Act to the territory
included within the Annexations; and
WHEREAS, Proposition 218, the Right to Vote on Taxes Act, does hereby require that a
.— notice of the proposed assessment along with a ballot shall be mailed to all owners of identified
parcels within the Districts and proposed annexations; and
WHEREAS, the annexations consist of the following areas:
Tract Number 48892 (Canyon Gate); Tract 45254, Lot 1; Parcel Map 8374, Lot 3;
Tract 33746, Lots 7 through 11; Arbor Lane, Parcel 2857-001-032; Tract 51931-04;
Tract 53756; Parcel Number 2811-070-001 (Harbor Woods); Apartments by the
Promenade, Parcels 2811-064-011, 012, 013 and 016; Town Center West Apartments,
Parcels 2861-008, 009, 010, 028 through 032 and 034; and Tract 52673
WHEREAS, the developers have submitted individual petitions to the City requesting to
have their developments be annexed into the Districts and formed into new Zones; and
WHEREAS, the developers, as stated in their individual petitions, may waive all statutory
notices of hearing and rights of majority protest by any interested property owners within the
District and Annexation; and
WHEREAS, the City has prepared diagrams, attached as Exhibit Maps, which show the
proposed boundaries of the territory proposed to be annexed into Santa Clarita Landscape
Maintenance District Nos. I and T1, which are benefited by the construction of the
improvements and the amount to be assessed against each of the parcels within the proposed
annexations; and
WHEREAS, the diagrams and assessments have been filed with the City Clerk and are
open to public inspection and may be referred to for all details regarding the improvements, the
boundaries of the proposed annexations, the assessments, total costs, and description of the
parcels to be assessed; and
WHEREAS, this City Council has examined and considered the diagrams, assessments,
and the proceedings thereto.
NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby resolve as
follows:
SECTION 1. That the above recitals are true and correct.
SECTION 2 That the City hereby proposes to annex territory to the Districts and to levy
annual assessments thereon to provide for the following work:
Installation, construction, or maintenance of any authorized improvements under the Act,
including, but not limited to landscape and irrigation improvements and any facilities which are
appurtenant to any of the aforementioned or which are necessary or convenient for the
maintenance or servicing thereof. The distinctive designation for the proposed annexations shall
be Zones:
1C, Tl -R, Tl -S, Tl -T, T1 -U, Tl -V, Tl -W, Tl -X, Tl -Y, T1 -Z AND T -10-A

SECTION 3. That the developers hereby waived, by separate petition, all statutory
notices of hearing and rights of majority protest by any interested property owners within the
Districts and Annexations.
SECTION 4. Diagrams for the Annexations (Section 22570 of the Streets and Highways
Code) and the assessments (Section 22572 of the Streets and Highways Code) showing the areas
to be annexed, benefited, and assessed for the improvements has been prepared as Exhibit Maps.
The diagrams, assessments, and improvement plans have been filed with the City Clerk.
SECTION 5. The diagrams, which indicate by boundary lines, the extent of the territory
proposed to be annexed into the Districts, are hereby declared to describe the proposed
boundaries of the proposed annexations to the Districts and shall govern for all details as to the
extent and location of said annexations.
SECTION 6. This City Council is satisfied with the correctness of the diagrams and
assessments including the proceedings and all matters relating thereto.
SECTION 7. The City Clerk shall certify to the adoption of this Resolution.
