A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA CLARITA, CALIFORNIA, ADOPTING THE
NEGATIVE DECLARATION PREPARED FOR THE SOUTH SANTA CLARITA
ANNEXATION (MASTER CASE 02-474) LOCATED EAST OF INTERSTATE 5 AND
WEST OF STATE ROUTE 14 ADJACENT TO THE SOUTHERN BOUNDARY OF
THE CITY OF SANTA CLARITA BOUNDARIES
THE CITY COUNCIL OF THE CITY OF SANTA CLARITA DOES HEREBY RESOLVE
AS FOLLOWS:
SECTION 1. The City Council does hereby make the following findings of fact:
a. On December 10, 2002, the City Council of the City of Santa Clarita initiated the
South Santa Clarita Annexation in order to promote sound planning and land
use practices in the project area.
b. The approximately 825 -acre project site is located adjacent to the southern
boundary of the City of Santa Clarita, east of Interstate 5 and west of State
Route 14 in the unincorporated area of the County of Los Angeles.
C. The land use to the east, south, and west consists of Caltrans easements. The
land to the north is developed and undeveloped City.
d. No development is proposed with this land use designation change.
e. In June 1991, the City of Santa Clarita's General Plan map established
designation of the project site to RE and RM. This prezone of approximately
811 -acres to RE and 14 -acres to RM will make the project site consistent with the
General Plan.
f. The Planning Commission held a duly noticed public hearing on this issue on
January 7, 2003. This public hearing was held at 7:00 p.m. at City Hall,
23920 Valencia Boulevard, Santa Clarita. At the hearing, the Planning
Commission considered staff, staff reports, applicant presentations, public
testimony on the proposal, and the Negative Declaration prepared for the project.
The Planning Commission recommended approval of the Negative Declaration
prepared for the project.
g. Public participation and notification requirements pursuant to Sections 65090,
65391, and 65854 of the Government Code of the State of California were duly
followed.
h. The City Council held a duly noticed public hearing on Prezone 02-004 (adopted
by separate ordinance) on January 14, 2003. The public hearing on the project
was held at 6:00 p.m., at the City Council Chambers, 23920 Valencia Boulevard,
Santa Clarita. The City Council public hearing was advertised in the Signal on

December 17, 2002, by direct first-class mail to property owners within 500 feet
of the project area and by sign posting near the project site.
SECTION 2. CALIFORNIA ENVIRONMENTAL QUALITY ACT FINDINGS.
Based upon the testimony and other evidence of received, the City Council further finds as
follows:
a. A Negative Declaration has been prepared for this project and circulated in
compliance with the California Environmental Quality Act and adopted as
certified as required by that Act.
b. Said study found that no adverse impact to the existing and future
environmental resources of the area would result from the proposed prezone.
C. The Initial Study has been circulated for review and comment by affected
governmental agencies and the public, and all comments received, if any, have
been considered. The public review period was from December 17, 2002 to
January 8, 2003.
d. The proposed project would not have a significant adverse effect on the
environment and a proposed Negative Declaration was posted and advertised on
December 17, 2002, in accordance with the California Environmental Quality
Act (CEQA).
e. The Negative Declaration reflects the independent judgement of the City of
Santa Clarita.
The City Council, based upon the finding set forth above, hereby finds the
Negative Declaration for this project to have been prepared in compliance with
CEQA.
SECTION 3. The City Council hereby approves Master Case 02-474 adopting the
Negative Declaration prepared for the South Santa Clarita Annexation (herein included as
Exhibit A) located east of Interstate 5 and west of State Route 14 adjacent to the southern
boundary of the City of Santa Clarita boundaries.
SECTION 4. The City Clerk shall certify to the adoption of this Resolution and certify
this record to be a full, complete, and correct copy of the action taken.
