A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA CLARTTA, CALIFORNIA, AUTHORIZING THE
SANTA CLARTTA VALLEY SHERIFF'S DEPARTMENT TO
UTILIZE TRAINED VOLUNTEERS TO ASSIST
WITH DEPUTY SHERIFF DUTIES
WHEREAS, the Santa Clarita Valley Sheriffs Department currently utilizes citizen
volunteers to assist in Deputy Sheriff duties through the Volunteers on Patrol program; and
WHEREAS, the City Council and Sheriffs Department would like to continue the
program and expand the duties in which volunteers may assist to include issuing parking
citations as well as other appropriate duties; and
WHEREAS, Santa Clarita's Municipal Code Section 12.04.040 permits police officer
duties to be exercised or duties performed by a person so authorized by law; and
WHEREAS, many surrounding Cities have utilized volunteers to assist with various
police duties including parking enforcement and patrolling activities with success; and
WHEREAS, the City Council desires to encourage the participation of citizen volunteers
to become involved in making Santa Clarita a safer community.
NOW, THEREFORE, the City Council does hereby resolve as follows:
SECTION 1. That the City hereby authorizes the Sheriffs Department to utilize citizen
volunteers in the Volunteers On Patrol program to assist the City and Sheriffs Department in
issuing parking citations as well as additional duties as so designated by the Sheriffs Department
to be in the best interest of the City and within the skills of the volunteers, provided, however,
such duties are not prohibited by law to be handled by volunteers.
SECTION 2. That citizen volunteers received adequate training in the duties they are
requested to perform. That the volunteers will be required to submit information for a
background check; sign medical waivers as to their fitness; acknowledge their at -will volunteer
status and other forms that City staff and the Sheriffs Department deem necessary.
SECTION 3. That volunteers do not have police officers powers and may not carry a
weapon at any time. Volunteers shall not fall within the framework of the civil service system
but are instead at -will volunteers who will not be compensated for their time.
SECTION 4. The City Clerk shall certify to the adoption of this Resolution.
