BACKGROUND The State of California is currently accepting applications to fund the construction of capital projects that improve pedestrian safety for school children. The Safe Routes to School Grant Program is administered through the California Department of Transportation (Caltrans). Projects seeking funding through this program must demonstrate the ability to reduce pedestrian injuries and fatalities. Successful projects should also encourage increased walking among students. Projects will compete for the approximately $20 million available to fund projects throughout the State. Staff has identified a project that is eligible for submittal and should rank well against the evaluation criteria. The proposed project would construct 807 linear feet of new sidewalk along both the east and west side of Arcadia Street. These portions of Arcadia Street do not have sidewalks and serve as a pedestrian access route to William S. Hart High School. The City has received numerous requests from William S. Hart High School staff and Arcadia Street residents to provide sidewalks in this area. This project seeks $302,995.00 in grant funds and would require a $33,666.00 local match, for a total estimated project cost of $336,661.00. Staff has contacted William S. Hart High School and is in the process of obtaining a letter of support from the school administration. The applications are due to Caltrans by February 27, 2004. Caltrans will then review and score each application. Funds will be awarded to projects starting in Fiscal Year 2005. AAS P H01 " E 0 ALTERNATIVE ACTIONS I. Direct staff to not apply for this grant opportunity. 2. Other action as determined by the City Council. FISCAL IMPACT There is no immediate fiscal impact from submitting the recommended grant application. In the event that the City is successful in obtaining a Safe Route to School Grant award, appropriation of both grant funds and the required local City match would be subjected to City Council consideration as part of the Fiscal Year 2005/2006 annual budget process.
