AMENDING TITLE 8 OF THE SANTA CLARITA MUNICIPAL
CODE TO CREATE AN ANIMAL FACILITIES GRADING
SYSTEM

RECOMMENDED ACTION
City Council adopt an ordinance amending Title 8 of the Santa Clarita Municipal Code (SCMC)
to create a system for grading animal related facilities consistent with the County of Los Angeles
based on required annual inspections, and to revise affected penalty, licensing and fee provisions.
BACKGROUND
In the City Council meeting of September 28, 2004, an ordinance was presented for first reading
to amend Title 8 of the SCMC to establish a grading system for private animal -related facilities.
This grading system would assign a letter grade to all such facilities similar to the grading
system currently in place for dining and food -related establishments throughout the county. The
letter grade would be based on an inspection of the facility by county inspectors and would be
required to be posted in public view. The ordinance also includes provisions for annual fees
assessed to the businesses to cover the costs associated with such inspections.
The adoption of this ordinance will ensure consistent and uniform enforcement of animal -related
facilities between the City of Santa Clarita and the County of Los Angeles. It will also assist the
public in selecting animal -related businesses that meet the highest standards of animal care
practices. It also ensures compliance with the City's contract with the county requiring adoption
of any amendments or revisions to the City's animal care code as may be adopted by the county.
ALTERNATIVE ACTIONS
City Council may choose not to adopt the ordinance or other action as deemed appropriate.
FISCAL IMPACT
It is anticipated that the adoption of this ordinance will have no significant fiscal impact to the
City. Any additional costs assessed by the county as a result of this ordinance would be directly
and equally offset by new fees collected from the affected businesses as outlined in the
ordinance.
