JOSEPH ASSOCIATES TO PREPARE AN ENVIRONMENTAL IMPACT REPORT (EIR) FOR THE KEYSTONE PROJECT, TENTATIVE TRACT MAP (MASTER CASE 03-358) DEPARTMENT: Planning and Building Services RECOMMENDED ACTION City Council authorize the City Manager or designee to enter into a professional services agreement between the City and Christopher A. Joseph Associates to prepare an EIR for The Keystone Project (Master Case 03-358) for a total contract amount not to exceed $461,725 from account 501-23053, subject to City Attorney approval. EIR preparation costs will be borne by the applicant. BACKGROUND City staff is recommending that an EIR be prepared for The Keystone Project (Tentative Tract Map 60258). The applicant, Synergy, is proposing to develop 247.2 acres located in the north -central portion of the City of Santa Clarita, north of the Santa Clara River, west of Central Park, and east of Ermine Street. The development consists of 96 single-family homes, 218 multi -family homes, and 665 townhomes for a total of 979 residential emits. A junior high school site is proposed adjacent to the Santa Clara River. Golden Valley Road would also be extended through the site to eventually connect with Plum Canyon Road to the north. With the tentative tract map application, the applicant is requesting a General Plan Amendment and Zone Change to change the existing Residential Very Low designation to Residential Moderate to allow for a higher density residential development. A Hillside Development Review is required as proposed grading activity will occur on slopes over 10 percent of the average grade. The project is subject to the provisions of the Ridgeline Preservation and Hillside Development Ordinance. A Conditional Use Permit is required for grading in excess of 100,000 cubic yards. As part of the Conditional Use Permit request, the applicant is seeking approval of an innovative application to grade on primary and secondary ridgelines for residential development. Christopher A. Joseph Associates was the highest rated firm of the three firms interviewed by City staff for the preparation of the EIR. The cost for preparing the document is $461,725. This includes a 10% contingency fee, which will provide a buffer in the event of unexpected costs. The funds were deposited into a 501 account and this amount will cover all costs associated with the EIR. ALTERNATIVE ACTIONS 1. Do not approve the contract with Christopher A. Joseph Associates and select an alternate consulting firm for the preparation of the EIR. 2. Other action as determined by the Council. FISCAL rMPACT The cost of EIR preparation will be bome solely by the applicant. Synergy has submitted a check which was deposited into account 501-23053 The Keystone Project ETR. Therefore, authorization to proceed with the EIR does not create a fiscal impact to the City's budget. This estimate for the FEIR is based upon a moderate number of comment letters and two (2) rounds of review with the City. If an excessive number of comment letters is received or additional rounds of review are required, the City understands that the cost could exceed this estima FORMA will be performing three tasks for CAJA: 1) Visual Simulations; 2) Graphics Presentation; and 3) Mapping. The cost shown under Task 3 is for Visual Simulations. A breakdown of the other two tasks are orovided below under r;ranhlev/Menninn Christopher A. Joseph & Associates III. SCHEDULE AND DELIVARABLES February 4, 2004 As listed in Table 1, CAJA proposes an approximate nine to eleven month period for completing the Park Vista Project EIR': • As directed in the RFP, fifteen (15) copies of the Administrative Draft EIR and three (3) copies of the Technical Appendices will be submitted to the City. CAJA estimates this task can be completed within 16 weeks from authorization to proceed and completion/approval of the EIR project description and all pertinent project defining materials. This schedule assumes that the project traffic study will be completed approximately 6-8 weeks after project initiation. It is anticipated that the City will require at least two weeks to review the Preliminary Administrative Draft EIR. Upon receipt of the City's comments CAJA Proposes to complete the necessary revisions to the Preliminary Draft EIR within 2 weeks and will submit a second Preliminary Draft EIR for review. It is anticipated that the City will require at least one week to review the Second Preliminary Administrative Draft EIR. Depending on the level of revisions and team involvement necessary, CAJA will revise the document as necessary within one week and submit the revised Preliminary Draft EIR to the City for review. Following approval by the City, CAJA will publish and circulate copies of the Draft EIR and Technical Appendices. • Upon completion of the Draft EIR one hundred copies (100) and one (1) reproducible master of the Draft EIR will be provided to the City for distribution. • CAJA assumes a 45 -day public review and comment period for the Draft EIR. • Upon completion of the public review period and receipt of all comment letters on the Draft EIR, CAJA will prepare the responses to comments within four to six weeks. We have allowed a period of six weeks for the City to review and for CAJA to revise the Final EIR/responses to comments, as necessary. • Upon City approval of the Preliminary Final EIR, CAJA will print and circulate seventy (70) copies of the Final EIR and one (1) reproducible master copy, which will include the Draft EIR, public comments, responses to comments, and corrections and additions to the Draft EIR. ' This schedule assumes: 1) that the scope of the work described in Section 11 is not substantially expanded by the City; 2) that there are no delays in the delivery of critical information by the City, public service agencies and utilities, or the project applicant; and 3) that the lead City agency's review process can conform to the schedule described herein. Joseph & Associates February 4, 2004 Because the process for preparing the Specific Plan and EIR are highly dependent upon processes that are wholly beyond the control of the City and CAJA, it is difficult to estimate the total time that would be required from project inception to certification of the EIR and approval of the project. Based on the timeline described above and shown in Table 1, it is anticipated that the Final EIR could be completed within approximately nine to eleven months from completion of the EIR project description, subject to coordination and additional refinement by the City as necessary.
