HomeMy WebLinkAbout2004-06-22 - AGENDA REPORTS - ANNEX LMD 1 T1 T2 (2)Agenda Item: CITY OF SANTA CLARITA AGENDA REPORT 0 CONSENT CALENDAR City Manager Approval: Item to be presented by: Nancy Delange DATE: June 22, 2004 SUBJECT: INITIATING PROCEEDINGS FOR THE ANNEXATION OF TEN INDIVIDUAL DEVELOPMENTS INTO SANTA CLARTTA AREAWIDE LANDSCAPE MAINTENANCE DISTRICT 1, T-1, AND A-2 DEPARTMENT: Administrative Services RECOMMENDED ACTION 1) City Council adopt the resolution to initiate the annexation proceedings. 2) City Council order the preparation of the preliminary Engineer's Report. 3) City Council declare the City's intention to annex the ten individual territories into the Districts. 4) City Council call for the Public Hearing on the levy of assessments and set the public hearing for June 22, 2004. BACKGROUND The annexation of the ten individual developments into the City's Landscape Maintenance District Nos. 1, T-1, and A-2 is a procedural matter. The developers are required to annex their developments into an existing District or form a new District as a condition of development to provide for beautification and landscape maintenance of medians and parkways. Since these projects directly benefit from the landscape improvements, staff is proposing to annex Pardee Homes Tract 52414, the Riverview Shopping Center, a Valencia Industrial Center Parcel, 25115 Avenue Stanford, Centerpointe at Valencia Industrial Center, Cinema Professional Center, the Hart Pony Project, the Oak Park right-of-way, the Day Care at Sierra Highway, and Carl Court parcels, into Santa Clarita Landscape Maintenance Districts to assist in the annual maintenance costs. All property owners included in these annexations are in concurrence with annexing into the landscape maintenance districts and have waived the waiting and notification Adopted:l� period for the public hearing. ALTERNATIVE ACTION 1) Do not annex or form the territory into the existing maintenance districts. 2) Other direction as determined by City Council. FISCAL IMPACT Annexation of these developments into Santa Clarita Landscape Maintenance District Nos. 1, T-1, and A-2 will provide additional funding for the annual maintenance of landscaping located in medians adjacent to the developments and located throughout the Districts. Ongoing revenues presented below will not exceed ongoing expenses to maintain landscaping.
