RECOMMENDED ACTION
City Council accept the work performed by Silvia Construction, Inc. on the Annual Overlay
Program, Project Nos. M0021 and M0035; direct the City Clerk to file the attached Notice of
Completion; and direct staff to release the remaining ten percent retention 35 days after the
Notice of Completion is recorded, provided no stop notices, as provided by law, have been filed.
BACKGROUND
The Annual Overlay Program resurfaces various streets throughout the City to provide smoother
rides for vehicles, enhance the appearance of the area, and extend the economic life of the
roadway. The local streets included in this project were in the Canyon Country, Saugus, and
Valencia areas as shown on Exhibit "A," Location Maps.
On December 18, 2003, the City Clerk's office received seven proposals. On January 13, 2004,
the City Council awarded the contract for the Annual Overlay Program to Silvia Construction,
Inc. The project included the pavement preparation, dig outs, and heater remix, followed by the
application of the Asphalt Rubberized Hot Mix (ARHM) overlay on the streets. The project was
completed to the satisfaction of the City Engineer on June 10, 2004.
ALTERNATIVE ACTIONS
Other action as determined by the City Council.
FISCAL IMPACT
This project was completed on time and within budget. Contract costs totaled $2,221,151.00 for
Silvia Construction.
