M0039 AND M0044 - AWARD DESIGN CONTRACT Building and Engineering RECOMMENDED ACTION City Council award the contract to MNS Engineers, Inc. for engineering design services for 2004-05 Annual Overlay and Slurry Seal Programs, Project Nos. M0039 and M0044, in the amount of $98,530.00, and authorize a 15 percent contingency in the amount of $14,780.00; and authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND The Annual Overlay and Slurry Seal Programs are an integral part of the City's pavement management program. The City's Annual Overlay and Slurry Seal Programs operate on a five- to seven-year cycle. Each year, streets are studied to identify the need for overlay or slurry. Staff has identified streets and areas to be evaluated by the design consultant for possible inclusion in this year's Overlay and Slurry Seal Programs. These streets were selected using the City Pavement Index Map, street surveys, and input from the public. The Annual Overlay and Slurry Seal Programs improve various streets Citywide by resurfacing and sealing surface cracks to enhance skid resist properties and increase pavement life. This results in a smoother ride for traffic, an enhanced appearance of the area, and extends the economic life of the roadway. Staff prepared a Request for Proposals (RFP) for the subject project with the requirement to design the necessary improvements and evaluate streets in need of improvement. The RFP was duly noticed in compliance with the City's policy. MNS Engineers, Inc. of Santa Barbara and Pavement Engineering of San Luis Obispo submitted proposals. Based on technical qualifications and methodology for the project, staff is recommending that the City enter into a contract with MNS Engineers, Inc. Included in the RFP was a notice to the prospective consultants that the project could increase in scope should the City Council approve additional funds for the Overlay and Slurry Programs during the midyear budget process. ALTERNATIVE ACTIONS 1. City Council may choose to postpone or cancel the project. This action would have a significant negative impact on the condition of the streets in question. 2. Other action as determined by the City Council. FISCAL IMPACT Funds have been allocated to cover the cost of the design and construction of this project. Funds are available in Account Nos. M0039001-8001 and M0044001-8001 for the design phase of this project. ATTACHMENTS None
