M0021 AND M0035 - AUTHORIZE ADDITIONAL STREETS Transportation and Engineering Services RECOMMENDED ACTION City Council approve the transfer of $65,000.00 from Account No. M0036001-8001, and $100,000.00 from Account No. M0039001-8001 to Account No. M0035001-8001; authorize additional work to be performed for the 2002/2003 and 2003/2004 Annual Overlay Programs, Project Nos. M0021 and M0035, by Silvia Construction, Inc. in the amount of $857,325.00; and authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND The Annual Overlay Program is an integral part of the City's pavement management program. Each year streets are evaluated and identified for the need for overlay. The Annual Overlay Program will resurface collector and local streets in various areas of the community (see Location Map) to provide a smoother ride for traffic, enhance the appearance of the area, and extend the economic life of the roadway. On December 18, 2003, the City Clerk's office received bids from seven construction contractors. Silvia Construction, Inc. submitted the lowest responsive bid in the amount of $1,619,472.91. On January 13, 2004, the City Council awarded the construction contract to Silvia Construction, Inc. Staff is interested in expanding the scope of the construction contract to include several additional streets, which were not considered as part of the original project. Funds were appropriated in Fiscal Years 2002/2003 and 2003/2004 for the design of the 2003-2004 Slurry Sea] Program (Project No. M0036), and for the design of the 2004-2005 Overlay Program. The design phase for these projects is complete, and staff is seeking approval of a transfer of the remaining funds to the construction portion of the project. In addition, on AM RMOUIED December 9, 2003, the City Council approved a mid -year budget appropriation to the annual Overlay Program. Since this appropriation occurred after the project had been bid, staff is now requesting approval to incorporate these funds into the scope of work to be completed by Silvia Construction. Approval of the budget transfers and authorization to increase the scope of the project will allow the City to maximize the funds available in the Annual Overlay and Slurry Programs, obtaining the work at a lower unit cost than if this portion of the work were bid separately. ALTERNATIVE ACTIONS 1. Direct staff to prepare bid specifications for $857,325.00 in road improvements. 2. Other action as determined by the City Council. FISCAL IMPACT The funds for the proposed Annual Overlay Program and Slurry Seal projects have been previously appropriated by the City Council. There is no additional fiscal impact by this action.
