HomeMy WebLinkAbout2004-10-12 - AGENDA REPORTS - APPR HAZARD MITIGATION PLAN (2)Agenda Item: _ r - CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Approval: Item to be presented by: Adele Macpherson DATE: October 12, 2004 SUBJECT: APPROVAL OF THE NATURAL HAZARD MITIGATION PLAN IN ACCORDANCE WITH THE FEDERAL DISASTER MITIGATION ACT OF 2000 (PUBLIC LAW 106-390) DEPARTMENT: Parks, Recreation & Community Services RECOMMENDED ACTION City Council approve the City of Santa Clarita Natural Hazard Mitigation Plan in accordance with the Federal Disaster Mitigation Act of 2000. BACKGROUND In October 2000, the President signed and enacted the Federal Disaster Mitigation Act of 2000 (Public Law 106-390). This legislation requires that all local agencies have a local Natural Hazard Mitigation Plan. This plan must be adopted by the local agency's governing body for the agency to be eligible for pre- and post -disaster federal funding. The deadline to submit the City's Natural Hazard Mitigation Plan to the federal government is November 1, 2004. On May 11, 2004, the City Council adopted a Resolution in support of the development of a Natural Hazard Mitigation Plan for the City of Santa Clarita. The development of the City's Natural Hazard Mitigation Plan entailed several months of intensive staff time, along with considerable public involvement. This was needed to complete a local mitigation plan that places emphasis on reducing risks and ensuing effects from natural hazards through pre -event risk identification, assessment, and mitigation. The Plan is complete and ready for City Council approval, and subsequent submission to the federal government. Failure to submit a plan by the November 2004 deadline may result in the City having to wait to submit its plan until November 2005. Furthermore, failure to implement a Natural Hazard Mitigation Plan may result in a devastating impact on the City in the event of a natural disaster; the City would not be eligible for Federal Emergency Management Administration (FEMA) hazard mitigation funding for any event occurring between the filing periods. APPROWED ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT There is no direct impact to the City by the Council approving the City of Santa Clarita Natural Hazard Mitigation Plan.
