SUBJECT: TRACT MAP NO. 52385 (SIERRA HIGHWAY AND FRIENDLY
VALLEY PARKWAY) — APPROVAL OF FINAL MAP AND
ACCEPTANCE OF OFFERS OF DEDICATION

RECOMMENDED ACTION
1) City Council approve Tract Map No. 52385 (Sierra Highway and Friendly Valley Parkway);
2) Accept on behalf of the public the offers of dedication for public use, the easements for
sanitary sewers and storm drains, sanitary and storm drain ingress and egress purposes, and
the right to prohibit the erection or construction of any buildings or structures within lots 4
and 5;
3) Make findings as follows: (a) that this project is consistent with the provisions of Sections
66474 and 66474.1 of the Subdivision Map Act and should be approved, and (b) that this
proposed subdivision, together with the provisions for this design and improvement, is
consistent with the General Plan required by Article 5 (commencing with Section 65300) of
Chapter 3 of Division 1 of the Government Code, or any specific plan adopted pursuant to
Article 8 (commencing with Section 65450) of Chapter 3 of Division 1 of the Government
Code;
4) Instruct the City Treasurer to endorse the Special Assessment Certificate on the face of Tract
Map No. 52385, which indicates that all special assessments levied by the City have been
paid; and
5) Instruct the City Clerk to endorse the Certificate on the face of Tract Map No. 52385, which
embodies the approval of said map and the acceptance of the dedications shown thereon.

Tract Map No. 52385 (Residential Condominiums - Friendly Village Community) conforms with
Tentative Tract Map No. 52385 which was granted approval by the Planning Commission on
February 6, 2001. This tract map, consisting of approximately 23.98 acres, is located near the
southern border of the City, south of May Way, and north of Circle Knoll Court, and is owned by
Golden Valley Estates, LLC, a Delaware Limited Liability Company.
This map is a subdivision of a portion of the north half of Section 29, Township 4 North, Range
15 West, and San Bernardino meridian, and is creating six lots for residential condominium
purposes (total of forty-three units). Water rights have been secured for the lots. The site is for
residential purposes and the Quimby requirement of $279,111.00 has been fully satisfied. Bridge
and Thoroughfare fees totaling $514,280.00 (per current Eastside District fees) has been fully
satisfied, as stipulated in the Conditions of Approval.
The conditions set by the City Council have been met, and fees have been paid as indicated on
the attached Fact Sheet. The map has been checked to the satisfaction of the City Engineer and is
ready for City Council approval and acceptance of the dedications.
ALTERNATIVE ACTIONS
Staff has not identified any alternative actions that would conform to requirements set forth in the
Subdivision Map Act.
FISCAL IMPACT
No new public streets are being dedicated to the City by this map. No impact will be made to the
City's street maintenance budget.
The developer is contributing the following amounts for the purposes described (refer to the
attached Fact Sheet for details):
Bridge and Thoroughfare Fees (Eastside District): $514,280.00
Transit Mitigation Fee: $8,600.00
Quimby Fee: $279,111.00

School Fee: All appropriate school fees will be paid at the time of building permits.
