SUBJECT: TRACT MAP NO. 42670-07 (CENTRE POINTE BUSINESS
PARK) - APPROVAL OF FINAL MAP AND ACCEPTANCE OF
OFFERS OF DEDICATION

RECOMMENDED ACTION
1. City Council approve Tract Map No. 42670-07 (Centre Pointe Business Park);
2. Accept on behalf of the public the offer of dedication for public use and road purposes, the
right to restrict direct vehicular ingress and egress to Centre Pointe Parkway and
Golden Valley Road;
3. Make findings as follows: (a) that this project is consistent with the provisions of Sections
66474 and 66474.1 of the Subdivision Map Act and should be approved, and (b) that this
proposed subdivision, together with the provisions for this design and improvement, is
consistent with the General Plan required by Article 5 (commencing with Section 65300) of
Chapter 3 of Division 1 of the Government Code, or any specific plan adopted pursuant to
Article 8 (commencing with Section 65450) of Chapter 3 of Division 1 of the Government
Code;
4. Instruct the City Treasurer to endorse the Special Assessment Certificate on the face of Tract
Map No. 42670-07, which indicates that all special assessments levied by the City have been
paid;
5. Instruct the City Clerk to endorse the Certificate on the face of Tract Map No. 42670-07,
which embodies the approval of said map and the acceptance of the dedications shown
thereon; and
6. Instruct the City Engineer to endorse the Agreement for Subdivision Improvements, which
provides for the manner in which various improvements described on Tract Map
No. 42670-07, and pursuant to the conditions for the final approval of said map for which
security has been posted, shall be constructed and completed.
BACKGROUND
Tract Map No. 42670-07 (Centre Pointe Business Park) is the seventh phase of Tentative Tract
Map No. 42670, which was granted approval by the Los Angeles County Board of Supervisors
on August 16, 1983. This phase, consisting of approximately 19.93 acres, is located north of
Centre Pointe Parkway, between Golden Valley Road and the aqueduct, and is owned by
Spirit Properties, Ltd., a California Corporation.
This map is creating 12 lots for light industrial business park use. Water rights have been
secured for all lots. Trail requirements have been satisfied per the Development Agreement.
Bridge and Thoroughfare fee requirements have been satisfied per the Development Agreement.
No Quimby fees are required for this industrial development.
A Development Agreement for Centre Pointe Business Park between Spirit Properties Ltd., a
California Corporation, and the City was approved by the City Council on April 7, 1998
(Master Case No. 97-124, Development Agreement No. 97-001, Resolution No. 98-45,
Ordinance No. 98-12), and recorded in the office of the Los Angeles County Recorder on
June 5, 1998 (Instrument No. 98-951356).
The conditions set by the County of Los Angeles and modified through the approval of the
Development Agreement have been met, and fees have been paid as indicated on the attached
Fact Sheet.
ALTERNATIVE ACTIONS
Staff has not identified any alternative actions that would conform to requirements set forth in the
Subdivision Map Act.
FISCAL IMPACT
The public streets shown on this map will be dedicated to the City. The maintenance of these
streets will have minimal impact on the City's street maintenance budget.
The developer is contributing the following amounts for the purposes described (refer to the
attached Fact Sheet for details):

Transit Mitigation Fee: None Required
Quimby Fee: None Required

Location: North of Centre Pointe Parkway, west of Golden Valley Road, and east of the
aqueduct.
Acreage: Approximately 19.93 acres.
Number of Lots: 12.
Use: Light industrial business park.
Owner: Spirit Properties, Ltd., a California Corporation.
Trails/Paseos: Trail requirements are being met by the construction of a Class I bike trail on
the east side of Golden Valley Road.
Streets: Centre Pointe Parkway and Golden Valley Road.
B&T Fee: The project is located in the Eastside Bridge and Thoroughfare District.
Bridge and Thoroughfare fee requirements have been met for this tract as part
of the satisfaction of a $4,396,992.00 obligation of the parent Tract Map
No. 42670 per the Amended and Restated Funding, Construction and
Acquisition Agreement dated May 1, 2001, and the Development Agreement.
Transit Fee: No Transit fees are required for this industrial development.
Quimby Fee: No Quimby fees are required for this industrial development.
School Fees: All appropriate school fees will be paid at the time of building permits.
