BACKGROUND On January 27, 2004, the Agency declared two vacancies on the Newhall Redevelopment Committee to fill positions previously held by Viki Black and Greg Wiese. A Notice of Vacancy was posted in the City Clerk's Office, the Santa Clarita Valley Libraries, and the Sheriffs Office, as well as published in The Signal newspaper with a deadline for filing an application of April 23, 2004. Five applications were received and provided to each Agency member for review. Applications were received from John Ahrens, Tim J. Crissman, Misri Lal, Melissa M. Pillmear, and Daniel Provencio. At the April 27, 2004 Redevelopment Agency meeting, the Agency approved new Committee Norms and Structure for the Newhall Redevelopment Committee. As specified in this document, the Newhall Redevelopment Committee membership shall be no less than 13 and no more than 17 members. Currently there are 15 members on the Newhall Redevelopment Committee. In addition, there are recommendations within the document with regard to guidelines on stakeholders for the appointment process. Based on the Agency's action, it is anticipated that new members will be sworn in at the Committee's June 7, 2004 meeting. (d4 -Q,4 -z9 ALTERNATIVE ACTIONS 1. Conduct an interview process with the applicants prior to the appointment, bringing an item before the Agency at a future date. 2. Do not appoint any new members to the Newhall Redevelopment Committee at this time and wait until the Agency conducts its review and reappointment process in January 2005. FISCAL IMPACT None by this action. ATTACHMENTS Applications available in the City Clerk's Reading File NRC Norms and Structure document NEWHALL REDEVELOPMENT COMMITTEE Mission Statement The purpose of the Newhall Redevelopment Committee is to review, advise and make recommendations to the Newhall Redevelopment Agency on redevelopment issues affecting the redevelopment area. Members The Newhall Redevelopment Committee shall consist of no less than 13 and no more than 17 members, and shall be appointed by and serve at the pleasure of the Newhall Redevelopment Agency. The following group of stakeholders will be used as a guideline for appointments to the Committee: 1. Project Area residents 2. Chamber of Commerce members 3. Arts Community representatives 4. Historical Community representatives 5. San Fernando Road business operators 6. Lyons Avenue business operators 7. OTNA board members 8. Property owners -at -large 9. At -large The committee members shall serve staggered four year terms at which point the Agency will consider their reappointment. In January 2005 all of the committee members will stand for reappointment. Starting in 2007 the Agency will reappoint one half of the Committee every two years on off -election years. Sub -Committees Non Redevelopment Committee members may serve on sub -committees established by the Newhall Redevelopment Committees. The Newhall Redevelopment Committee has the authority to form specific issue -based sub -committees and to determine the composition of the committees.The standing sub -committees are: 1. Design 2. Finance 3. Housing 4. Lyons Avenue 5. Marketing Meetines The Committee shall hold at least ten regular meetings in each calendar year. The meeting date shall be the first Monday of each month at 7:00 p.m. Absence from Meetines Any committee member who misses four meetings in any twelve month period shall automatically forfeit his or her position as a member of the Committee. The Chairman of the Committee shall promptly notify both the Redevelopment Agency and the person ceasing to be a committee member of the action and of the vacancy. Upon such notification, the Redevelopment Agency may, within a reasonable time, appoint a successor for the remainder of the term of said member. Removal of Members The Committee recognizes and understands that any member of the Committee may be removed from office at any time, with or without cause, by the affirmative vote of at least three members of the Redevelopment Agency. Duties The Committee shall have the power and duty to: A. Advise the Agency on all land use issues within the Redevelopment Project Area. B. Recommend to the Agency and/or Planning Commission the adoption of special development standards within the Redevelopment Project Area. C. Advise the Planning Department staff and/or Planning Commission regarding project applications in any Special Standards District within the Redevelopment Project Area. D. Interpret and convey the needs of the public regarding the Redevelopment Project Area to the Agency and to the City Manager. Organization The Committee shall elect a Chairperson and a Vice -Chairperson from its members, for a term of one year each, at its first regular March meeting. If the chair should leave office during the term the vice chair shall resume chairmanship for the remainder of the term, and a new vice chair shall be elected. Dawson, City Clerk \ i DATE: April 27, 2004 SUBJECT: REDEVELOPMENT COMMITTEE APPLICATIONS The deadline for receiving applications for the Newhall Redevelopment Committee was 5 p.m. Friday, April 23, 2004. As of the close of the filing period, a total of 5 applications were received and are attached as follows: John Ahrens Tim J. Crissman Misri Lal Melissa M. Pillmear Daniel Provencio Applications for the Committee are now to be reviewed by the Redevelopment Agency Members, with nominations and appointment at the May 11, 2004 Agency meeting.
