SUBJECT: VALLEY-CALGROVE BEAUTIFICATION PROJECT NUMBER
P2005 - AUTHORIZATION TO AWARD CONSTRUCTION
CONTRACT

RECOMMENDED ACTION
1. City Council award construction contract for Valley-Calgrove Beautification Project to
Oakridge Landscape, Inc., in the amount of $68,958.49, which includes bid alternates in the
amount of $11,557.96, and authorize a 10% contingency in the amount of $6,895. Funds for
this project have been budgeted in Fiscal Year 2003-04 in account number P2005-001-8001,
in the amount of $75,853.49.
2. City Council authorize the City Manager or designee, to execute all documents, subject to
City Attorney approval.
BACKGROUND
On August 27, 2002, the City Council approved the completion of the Valley-Calgrove Street
Closure Project, released retention, and established account number P2005-001-8001. City
Council directed Parks, Recreation, and Community Services staff to identify improvements for
the gate enclosed area.
Staff conducted a public participation process consisting of a series of community input meetings
to gain consensus on design improvements. Flyers were mailed to over 455 homeowners,
including residents in the Oaks and Hidden Valley Home Owners Associations. As part of this
process, staff presented project parameters and budget constraints and received input from the
public on the scope of improvements.
APPROVED
A final public participation meeting was held on October 27, 2003, at which time, staff presented
an exhibit showing a conceptual overview of the ideas received. The community reached
consensus on the scope of landscape improvements at this meeting. The improvements will
include limited tree and shrub planting, an irrigation system, and an earthen pathway adjacent to
the existing paved emergency access.
On April 5, 2004, the City Clerk publicly opened three bids for the Valley-Calgrove
Beautification Project. After staff review of the bids, Oakridge Landscape, Inc. was determined
to be the lowest responsible bidder.
The following is a listing of all contractors that provided bids:

The Valley-Calgrove site is located at the terminus of Calgrove Boulevard at Valley Street in the
Newhall Community of Santa Clarita.

FISCAL IMPACT
Funding for this project in the amount of $75,853.49 is budgeted and available in the Fiscal Year
2003-04 Budget in account number P2005-001-8001.
