HomeMy WebLinkAbout2004-11-23 - AGENDA REPORTS - BIKES ON SIDEWALKS CONST PROJ (2)CONSENT CALENDAR DATE: SUBJECT: DEPARTMENT: Agenda Item: — 49 CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval Item to be presented by: November 23, 2004 V Andrew Yi RESOLUTION ALLOWING BICYCLISTS TO RIDE ON SIDEWALKS DURING CONSTRUCTION OF THE CASTAIC LAKE WATER AGENCY PIPELINE AND BOUQUET CANYON ROAD BRIDGE WIDENING PROJECTS Building and Engineering RECOMMENDED ACTION City Council adopt a resolution allowing bicyclists to use sidewalks as alternative routes in and around the areas of and during construction of the Castaic Lake Water Agency Pipeline and Bouquet Canyon Road Bridge Widening projects. BACKGROUND During construction of the Castaic Lake Water Agency Pipeline and the Bouquet Canyon Road Bridge Widening projects, it will be necessary to close sections of the adjacent bike trails to accommodate work areas. Bicyclists will be required to use alternative routes around the bike path closures. These alternative routes include roadways which have large traffic volumes where cyclists may decide that it is safer and more comfortable to ride on the sidewalk. While the California Vehicle Code normally prohibits the use of bicycles on sidewalks, Section 21206 of that Code does allow local authorities, by ordinance or resolution, to regulate the operations of bicycles on pedestrian facilities. It is anticipated that construction of the water pipeline will require closures of portions of the Santa Clara River Trail through July 2005, and construction of the Bouquet Canyon Road Bridge Widening will require periodic closures of the South Fork Trail through December 2005. The resolution to allow bicycles on the sidewalk will be in effect through completion of these projects. Adopted: a c/ During closure of the bike paths, staff expects recreational bicyclists to choose other locations for their outings. Commuter bicyclists, on the other hand, will need to choose alternate paths. These riders are generally much more experienced and able to handle more difficult traffic situations. Staff does not intend to require commuter bicyclists to use the sidewalk, but would like to allow them the option of using the sidewalk if they so choose. Staff will monitor bicycle operations in these areas, and make any adjustments that may be necessary to assure the safest available routes.
