RECOMMENDED ACTION
1. City Council approve transfer of $26,500 from City Council Contingency Fund account
number 2250-7401 to account number 7444-8110.
2. Authorize the City Manager, or designee, to enter into a contract with STV Incorporated for
$36,500, subject to City Attorney approval.
BACKGROUND
The Blue Ribbon Youth Memorial project was approved by the Parks, Recreation, and
Community Services Commission on July 10, 2003, and by City Council on August 26, 2003.
The concept was also presented to, and approved by, the Castaic Lake Water Agency Board. The
memorial will be built in Central Park to provide a safe venue where the public, particularly the
youth, can come to remember Santa Clarita Valley youth killed in traffic -related collisions, while
also serving as an educational tool to deter future deaths.
The Blue Ribbon Task Force Memorial Committee, which is spear heading this project, has
undertaken a fundraising campaign to finance the project, and has raised $10,000 to -date (in
account number 501-23462). STV Incorporated, an engineering and architectural firm that works
closely with the William S. Hart Union High School District, has provided pro-bono services for
the development of the preliminary design. The company is familiar with this project and has
worked closely with staff and the Blue Ribbon Task Force Memorial Committee in defining the
concept and preliminary design for the memorial.
APPROVED
STV Incorporated has submitted a proposal to provide the final design services, which will
include the development of architectural, civil, and electrical documents that will be ready for the
City's bidding process, which would be funded through fundraising efforts at a later date. The
appropriation being proposed herein will be used to augment the $10,000 raised to -date to
finance the final project design. Staff will continue to work closely with the Blue Ribbon Task
Force Memorial Committee to continue fundraising efforts and pursue the development of the
project.
ALTERNATIVE ACTIONS
1. Decline the request.
2. Other action as determined by City Council.
FISCAL IMPACT
The final design services for the Blue Ribbon Youth Memorial require $36,500. The Blue
Ribbon Task Force Memorial Committee has raised $10,000 (in account number 501-23462)
through fundraising. The $26,500 requested from the City Council Contingency Fund will
augment these community funds to complete the final design phase. This transfer will leave an
available balance of $363,500 in the Council Contingency Fund.
