HomeMy WebLinkAbout2004-06-22 - AGENDA REPORTS - BOUQUET BRIDGE WIDENING CONTR (2)Agenda Item: CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Approval: Item to be presented by: DATE: June 22, 2004 v Curtis Nay SUBJECT: BOUQUET CANYON ROAD BRIDGE WIDENING, PROJECT NO. 51035 - APPROVE THE PLANS AND SPECIFICATIONS, AWARD THE CONSTRUCTION CONTRACT, AND AWARD OF SUPPORTING CONSTRUCTION MANAGEMENT CONTRACTS DEPARTMENT: Transportation and Engineering Services RECOMMENDED ACTION 1) City Council approve the plans and specifications; and award the construction contract to Banshee Construction Company, Inc. for the widening of the Bouquet Canyon Road Bridge, Project No. S1035, in the amount of $5,335,849.00, and authorize a contingency in the amount of $533,585.00. 2) Authorize construction support totaling $737,746.00 for the following items: • Generate a work order for construction structural inspection to the County of Los Angeles in the amount of $211,000.00, and a contingency in the amount of $21,000.00; • Award the quality assurance materials and inspection services contract to Ninyo & Moore in the amount of $70,000.00, and a contingency in the amount of $7,000.00; • Award the quality assurance surveying services contract to PSOMAS in the amount of $20,000.00, and a contingency in the amount of $2,000.00; • Award a contract to Employment Services, Inc. for contract inspection staffing in the amount of $64,000.00, and a contingency in the amount of $6,400.00; • Award the labor compliance contract to Padilla and Associates in the amount of $45,000.00, and a contingency in the amount of $4,500.00; • Award the environmental consulting contract to Aquatic Consulting Service in the amount of $15,000.00, and a contingency in the amount of $1,500.00; • Award the engineering design construction support contract to Dokken Engineering in the amount of $73,000.00, and a contingency in the amount of $7,300.00; • Authorize funding for City staff oversight and for overall support of the construction in the amount of $190,046.00. 3) Authorize staff to initiate a project to create 2.27 acres of permanent mitigation for riparian habitat required by the California Department of Fish and Game (CDFG) that are impacted by the Bouquet Canyon Road Bridge Widening project. Provide CDFG with a Certificate of Deposit in the amount of $216,492.00 as a security bond for the mitigation and execute a Verification Request Letter as required for the Natural River Management Plan for a portion of the Santa Clara River. 4) Appropriate a total of $3,613,266.00: • $2,114,019.00 of federal appropriations to Account No. 51035109 and increase estimated revenues in Account No. 109-5212; • $1,000,000.00 from Bouquet Bridge and Thoroughfare District to Account No. 51035301 and increase estimated revenues in Account No. 301-6193 by the same amount; • $449,000.00 from Bikeway Funds to Account No. S 1035452; and • $50,247.00 from Proposition C Fund Balance to Account No. S 1035205. 5) Approve $122,635.00 in budget transfers: • $90,000.00 from Account No. T3010452 (Trail Repairs project) to Account No. S1035452; • $23,380.00 from Account No. T2002452 (Placenta Canyon Trail); to Account No. S1035452; and • $9,255.00 from Account No. T3008452 (Sand Canyon Trail Alignment) to to Account No. S1035452. 6) Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND On June 2, 2004, the City Clerk's office received the following bids for the project: Company Bid Amount Location Banshee Construction, Inc. $5,335,849.00 Colton, CA MCM Construction, Inc. $5,499,648.00 North Highlands, CA C.A. Rasmussen, Inc. $6,100,355.00 Simi Valley, CA The lowest responsive bid was submitted by Banshee Construction Company, Inc. in the amount of $5,335,849.00. Staff recommends that the project be awarded to Banshee Construction Company, Inc., the lowest responsive bidder. Banshee Construction Company, Inc, possesses a State contractor's license and is in good standing with the State Contractor's License Board. The bid of $5,335,849.00 was reviewed for accuracy and conformance to the contract documents and was found to be complete. References were checked and indicated that this contractor has performed work that met their customers' goals. On April 5, 2004, the City received authorization from the California Department of Transportation (Caltrans) to proceed with the call for bids and construction for this Highway Bridge Replacement and Rehabilitation (HBRR) program bridge widening. The HBRR program will reimburse the City 80 percent of the bridge construction and construction support under this program. This project will widen the Bouquet Canyon Road Bridge over the Santa Clara River from the current six lanes to the ultimate eight lanes with a raised median and Class I Bike Lane on the east side of the bridge. Also, other trail improvements include extending a Class I Bike Trail from the north side of the river west of the bridge under the bridge to the east side of the bridge connecting to a future Class I Trail on the east side of Bouquet Canyon Road. Trail funds and a developer contribution will cover the costs of the Class I Bike Trail. A Mitigated Negative Declaration was prepared for the project and a Notice of Determination was filed in 2001, thereby meeting the requirements of the California Environmental Quality Act (CEQA). Also, a Categorical Exclusion (CE), pursuant to the National Environmental Policy Act (NEPA), was completed for the Bouquet Canyon Road Bridge project on December 20, 2001. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT $2,871,279.00 in federal and B&T funds are currently available in the project's budget, but this amount is not sufficient to fully fund the project. This action will appropriate additional funds for project expenditures in the amount of $ 3,613,266.00, and will transfer $122,635.00 to the project's budget. If this item is approved, the total funds available for the Bouquet Canyon Road Bridge project will be $6,607,180.00. ATTACHMENTS Vicinity Map
