HomeMy WebLinkAbout2004-10-26 - AGENDA REPORTS - CASH HANDLING TRAINING PGM (2)Agenda Item: 0_ CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Approval: Item to be presented by: Jan Downey DATE: October 26, 2004 SUBJECT: CASH -HANDLING TRAINING MANUAL AND CERTIFICATION PROGRAM DEPARTMENT: Administrative Services RECOMMENDED ACTION City Council adopt the City of Santa Clarita's Cash -Handling Manual, and direct staff to submit the manual and training program to the Association of Public Treasurers of the United States & Canada (APT US&C) for certification in their award program. BACKGROUND The City of Santa Clarita's Treasurer's office is responsible for receiving, safekeeping, and paying out all monies belonging to the City in any capacity; however, many, if not most, City employees who handle cash do not work in the Treasurer's office. In recognition of the importance of increased accountability and internal controls with the various cash -handling operations, the Treasurer's Office has developed a Cash Handling Policies and Procedures Manual in keeping with recommended practices of the Association of Public Treasurers of the United States and Canada. Continuing toward the goal of increased customer service and performance standardization, Treasury is establishing a training program which will serve to educate cash handlers on the policies and procedures set forth in the Manual. When all City cash handlers have completed this certification training, the anticipated benefits to the City and participants will include: improved cash -handler skill and knowledge increased level of customer awareness and service increased cash -handler accountability, documented by a decrease in errors V I P P" NA ED increased safety for cash handlers and City assets standardized cash -handling practices consistent with the City Code and recommended practices The City of Santa Clarita is establishing a Cash -Handling Certification program to strengthen the cash handling procedures and policies. With the rapidly changing practices and technologies in the field of cash management, it is important that cash handlers receive ongoing education and training. ALTERNATIVE ACTIONS Other as directed by Council. FISCAL IMPACT There is a $200 Certification fee which is available in the 2004-05 budget.
