SUBJECT: CENTRAL PARK PHASE II LIGHTING - PROJECT P4005
AUTHORIZATION TO AWARD CONSTRUCTION CONTRACT
DEPARTMENT: Parks, Recreation & Community Services
RECOMMENDED ACTION
1. City Council award construction contract to MS Navarro Engineering in the amount of
$808,802, which includes bid alternates in the amount of $108,910, and authorize a 10%
contingency in the amount of $80,880. Funds have been budgeted in Fiscal Year 2003-04 in
Account Numbers P4005-450-8001 and P4005-455-8001.
2. City Council authorize the City Manager, or designee, to execute all documents, subject to
City Attorney approval.
DESCRIPTION OF ITEM
City Council, in the Fiscal Year 2003-04 budget process, approved the Central Park Phase II
Lighting Project. This project will install lights on four multi -use sports fields, three basketball
courts, adjoining walkways, and parking lots, and will install conduit and service for a future
tennis court complex. It is anticipated that the project will be completed in August 2004 to
support the Fall 2004 football and soccer programs.
On February 12, 2004, the City Clerk publicly opened four bids for Central Park Phase II
Lighting - Project No. P4005. After staff review of the bids, MS Navarro Engineering was
determined to be the lowest responsible bidder.
The following is a listing of all Contractors that provided bids:

The total budget for this project is $975,000, which includes $875,000 from developer Quimby
funds and a $100,000 donation from AYSO Region 46.
Central Park is located at 27150 Bouquet Canyon Road, between Centurion Way and
Alamagordo Drive, in the Saugus community of Santa Clarita.

FISCAL IMPACT
Funding is budgeted and available in the Fiscal Year 2003-04 Budget in Account Numbers
P4005-450-8001 and P4005-455-8001.
