NEWHALL COMMUNITY CENTER AND METROLINK
PARKING LOT EXPANSION, PROJECT NOS. F2002 AND F2006
- AWARD OF CONSTRUCTION CONTRACT

RECOMMENDED ACTION
1. City Council award the construction contract for the construction of the Newhall Community
Center and Metrolink Parking Lot Expansion, Project Nos. F2002 and F2006, to S. J. Amoroso
Construction Company, Inc. in the amount of $5,894,000.00 and authorize a 10 percent
contingency in the amount of $589,400.00; approve the plans and specifications; authorize the
City Manager or designee to execute all documents, subject to City Attorney approval;
2. Authorize the following budget transfers:
• Community Development Block Grant (CDBG) fund in the amount of $211,087.00 from
Account No. S3013104-8001 (Scherzinger Lane Improvements) to Account
No. F2006104-8001 (Newhall Community Center); and
• City Council Contingency fund in the amount of $100,000.00 from Account No. 2250-7401
to Account No. F2006001-8001 (Newhall Community Center - General Fund).
3. Authorize the following appropriation of funds:
• Facilities Replacement funds in the amount of $1,665,000.00 to Account No. F2006604-8001
(Newhall Community Center - Facilities Replacement); and
• Unallocated CDBG funds in the amount of $341,490.00 to Account No. F2006104-8001
(Newhall Community Center - CDBG).
BACKGROUND
In 1994, the City leased and improved an existing facility in the Newhall area for use as a
Community Center, and began programming a number of events at that location. Over the past
decade, programming at the Community Center has expanded to meet the needs of the
community. The current Community Center is unable to accommodate existing or future
programming, and the City Council considered options for a new Community Center facility.
In 2003, the City acquired a parcel formerly known as the Anawalt Lumber site. This property,
approximately four acres, is zoned Community Commercial (CC), and is located immediately
adjacent to the Jan Heidt Metrolink Station at the northeast corner of Railroad Avenue and
Market Street. This site was selected by the City Council to house the new Community Center.
On January 28, 2003, the City Council approved the award of the architectural design services
for the Santa Clarita Community Center, Project No. F2006, to RRM Design Group. The
proposed Community Center, approximately 18,000 square feet, will be able to meet the needs of
its residents, and respond to increased demands and expanded programming opportunities.
Staff has met with the Newhall Redevelopment Committee who agrees that the proposed facility
will compliment the surrounding neighborhoods and architectural themes.
The construction of the Newhall Community Center will bring significant improvements to the
local residents and provide many enhanced amenities to the Newhall community. In addition to
the construction of the Newhall Community Center, this project includes an expansion to the
current Jan Heidt Metrolink Station of 150 parking spaces. Substantial constraints and controls
have been established in the construction plans and specifications to reduce potential impacts on
local Metrolink commuters and residents during the construction phase.
On June 15, 2004, the City Clerk's office received bids for the project (see Bid Results). The
lowest responsive bid was submitted by S. J. Amoroso Construction Company, Inc. in the
amount of $5,894,000.00. After reviewing the bid summary, staff verified the apparent low
bidder's contractor's license, sureties company, and project references. Based on the
investigation, staff recommends awarding the construction contract to S. J. Amoroso
Construction Company, Inc.
Construction is scheduled to start in August 2004 and the contractor will be given 280 working
days (fall 2005) to complete all work after the date construction commences. Staff will assign a
full-time inspector/construction manager, at a cost of approximately $379,400.00, to act as the
City's representative on this project. In addition to handling daily field issues, the construction
manager will ensure proper work performance, quality control, and assurances by the contractor.
Services for this contract have not yet been procured.

FISCAL IMPACT
Funds in the amount of $4,407,154.88 for construction expenditures for this project have been
approved and budgeted in Fiscal Year 2003-2004, but are insufficient to cover the total project
costs. These funds are available in the following designated accounts:

If this item is approved by the City Council, an additional $2,456,577.00 will be appropriated to
the project budget. This will provide an adequate budget to meet the $6,863,731.88 construction
cost. Once the City Council authorizes the budget transfers and appropriations, the additional
$2,456,577.00 will be allocated to the following accounts:
