AWARD CONTRACT FOR CONCESSION SERVICES AT
CENTRAL PARK AND THE AQUATICS CENTER

RECOMMENDED ACTION
City Council award a contract to bUON gUSTO to supply and operate concessions at both
Central Park and the Aquatic Center.
BACKGROUND
During the planning and design of both Central Park and the Aquatic Center, consideration was
given to the inclusion of facilities for the operation of concessions. This concept was intended to
serve the needs of facility patrons, as well as constitute a potential source of revenue. The
concession operations are expected to provide a range of drink, snack foods, and menu items to
the extent allowed by the design of the facilities. Additionally, non-food items associated with
the different sports venues will be offered. The City is expected to receive 20% of the gross
revenue generated from the concession contract.
With the opening of the Aquatic Center, staff determined it was appropriate to begin the process
to identify a qualified concession operator. A careful review was made of solicitations conducted
by other agencies for similar services. This review resulted in a detailed Request for Proposal
(RFP). The RFP was crafted to ensure potential vendors provided the information necessary for
the staff to identify qualified candidates, while encouraging vendors to provide creative
proposals. As part of the idea of innovation, the City reserved approval rights for such things as
signage, staff, operating hours, menu items, and pricing.
The RFP was advertised February 29, March 3, and March 7. During this period, efforts were
made to seek out and encourage participation of local business. Two walk-throughs of the sites

were conducted for interested vendors on March 12 and 24. Responses to the RFP were due
April 2, 2004, and a total of four local companies responded, including one "no bid."

A review of the submissions by staff determined L2G Company and WON gUSTO submitted
the most complete proposals. Both companies were invited to make presentations to the proposal
evaluation committee. Through a combination of proposals and presentations, staff has
determined that bUON gUSTO provides the best combination of experience and resources.
Upon award, staff is planning for operations to commence by the beginning of June.

FISCAL IMPACT
The contract will result in no additional expenses. The revenue generated will be seasonal in
nature, depending on the facility usage. Preliminary estimates of annual revenue to the City are
$33,000 for Central Park and $20,000 for the Aquatic Center.
